The Controller-Foundations (Controller) works closely with senior leadership to develop and implement financial plans that support the business strategies of the University Medical Center of El Paso Foundation and El Paso Children’s Hospital Foundation (“the Foundations”). Directs the development of detailed profit-&-loss analysis, financial analysis, and overall business analysis for the Foundations.

The Controller is responsible for managing, coordinating, and administering internal financial function, external reporting and administrative operations. Responsibilities include directing the accounting function, accounts payable, payroll, budgeting, business plan assessment, grants accounting and reporting, foundation accounting and reporting.


Experience/Education/Licensing Requirements

  • Five years of progressively responsible experience in accounting, finance, or fiscal management required. Prior experience in overseeing audits, budgeting, and financial reporting required.
  • Five years of management experience required.
  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field required. Master’s degree in Accounting, Finance, or Business Administration preferred.
  • Certified Public Accountant (CPA) preferred.


Essential Duties/Responsibilities


  • Works closely with District CFO and Foundation’s Executive Director to direct financial strategies and planning processes. Ensures alignment between financial plans, organizational strategies or goals and key performance indicators. Manages special projects and recommends operational process improvements. Serves on the Foundation’s Administrative Team and regularly presents organizational performance updates.
  • Oversees all accounting operations, including general ledger, accounts payable, accounts receivable, cash management, payroll coordination, and account reconciliations.
  • Ensures prompt and accurate preparation of monthly, quarterly, and annual financial statements following generally accepted accounting principles (GAAP).
  • Oversees the direction of the annual audit with external auditors.
  • Prepares financial reports, analyses, and presentations for the Executive Director, Foundation Board, and committees as requested.
  • Maintains the integrity of financial data, tracking revenues, expenses, restricted funds, and grant-related financial activity.
  • Leads the development, administration, and monitoring of the Foundation’s annual operating and capital
  • budgets in collaboration with the Executive Director.
  • Tracks budget-to-actual performance; investigates variances and provides clear explanations and recommendations.
  • Supports long-range financial planning, forecasts, and scenario analysis to support strategic decision-making.
  • Develops, implements, and maintains internal controls to safeguard Foundation assets and ensure fiscal accountability.
  • Ensures compliance with applicable federal, state, local, and grant-specific financial regulations and reporting requirements.
  • Oversees financial components of grant compliance, including allowable costs, tracking restricted funds, and required financial reporting.
  • Manages financial accounting for grants and restricted contributions, ensuring expenditures align with donor intent and grant conditions.
  • Prepares and reviews grant-related budgets, financial reports, and reconciliations in collaboration with relevant internal stakeholders.
  • Supports the Foundation Executive Director by providing financial data needed for grant proposals, renewals, and reporting (non-narrative).
  • Develops, reviews, and updates financial policies and procedures to ensure consistency, efficiency, and compliance.
  • Evaluates and recommends improvements to accounting systems, financial software, and reporting tools.
  • Maintains accurate financial documentation, records retention, and audit trails.
  • Supervises and provides guidance to accounting and finance staff (if applicable), including training, performance management, and workflow oversight.
  • Works collaboratively with the Foundation Executive Director and leadership team to align financial operations with organizational priorities
  • Supports Board and Finance Committee meetings by preparing financial materials and responding to questions.
  • Serves as a financial liaison between the Foundation and the Hospital District as needed on fiscal matters.
  • Provides strategic financial insight to leadership and the Board while maintaining day-to-day fiscal oversight.
  • Ensures financial transparency and strong governance practices.
  • Identifies financial risks and recommends mitigation strategies.
  • Supports sustainable growth through strong fiscal planning and controls.
  • Provides leadership in problem identification and resolution and coordinate resolutions between departments as needed.
  • Overall management responsibilities for employees working under the Controller position.


Skills

  • Thorough knowledge of generally accepted accounting principles. Knowledge of GAAP, FASB, GASB, and relevant federal and state regulations.
  • Extensive knowledge of all standard accounting operating procedures and principles.
  • Strong understanding of nonprofit accounting, including grants, restricted funds, and donor compliance.
  • Well-developed financial analysis capabilities. Ability to analyze complex financial data and provide strategic financial insight.
  • Strong leadership skills, including staff development, performance management, and team building.
  • Ability to manage multiple priorities, special projects, and cross‑departmental initiatives.
  • Excellent communication skills, including the ability to present financial information to financial and non‑financial audiences.
  • Strong problem‑solving skills and ability to lead process improvements.
  • Commitment to transparency, governance, and continuous quality improvement.
  • Thorough knowledge of manual and automated accounting systems.
