Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, El Paso Sector, Mission Readiness Operations.

Qualifications:

Required Experience: To qualify for the GS-14 grade level you must possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Providing comprehensive financial support and advisory services to leadership on financial matters; managing multiple appropriations and working directly with program managers to secure funding for mission requirements; overseeing procurement and contracting to acquire resources, payroll processing, and travel program.
  • Developing and delivering briefings, project papers, status reports, staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Evaluating the effectiveness of existing organizational workforce processes and implementing improvements to enhance operational efficiency and practices.
  • Providing a full range of supervisory functions, offering day-to-day directions to staff engaged in workforce management activities including setting priorities and schedules for task completion and ensuring completed work products are in accordance with standard operating procedures.
  • Making decisions on work problems presented by subordinate supervisors or team leads, directing the resolution, implementation, and coordination of corrective actions, and taking disciplinary action when necessary.

You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/21/2026.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Responsibilities:

This position manages the overall operations of the Financial Management Branch within the Mission Readiness Operations Division providing operational support and performing a variety of administrative services related to workforce management and financial management.

This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).

The Program Manager (Director) is the primary supervisor of the Financial Management Branch at the Sector level leading subordinate supervisors and staff for program responsibility for mission support. Duties and responsibilities include:
  • Supervisory: providing a full range of supervisory functions for a staff that provides a diverse range of mission support services by setting priorities and scheduling completion for assigned work to subordinates; making decisions on problems presented by staff and communicating performance requirements.
  • Management Advisor: advising the Mission Readiness Operations Division Chief and other managers on agency key mission support processes; developing overall operational plans, objectives, and strategies for these processes.
  • Workforce Management: addressing substantive issues and problems characterized by complex, controversial, and sensitive matters; applying a wide range of policies, practices, analytical diagnostic methodology, laws, and regulations covering the workforce.
  • Financial Management: directing and overseeing the execution of the operating budget; ensuring the implementation of national financial policies and integration with other agency operational processes.
