This position serves as the primary technical owner of the Court’s Case Management/Electronic Case Files (CM/ECF) system and related national and locally developed applications. The incumbent is responsible for the full lifecycle of these systems on Linux servers, including a virtualized environment of 20 VMs:installation, configuration, security, performance, automation, and day-to-day operational support. The role also includes administration of the underlying Informix database and development of scripts and tools that improve reliability and efficiency.

Because this Court originally developed several national applications still used by other courts, the incumbent may assist with their installation and support as needed. The position functions as a key technical liaison between judges, chambers, the Clerk’s Office, and external users.

This is a hands-on technical role that combines programming and systems analysis with Linux systems administration, application ownership, and database administration — a mix of proactive system ownership and responsive support for judges, chambers, and Clerk’s Office staff.

KEY RESPONSIBILITIES:

Develop, modify, test, and maintain applications and scripts(Python, Shell, Perl, SQL, or Java) to customize, integrate, and automate Court systems.

Analyze existing Court applications to identify problems, correct errors, and recommend improvements to manual and automated processes.

Confer with judges, chambers staff, the Clerk’s Office, and IT staff to define requirements and deliver effective solutions.

Serve as primary administrator for the Court’s CM/ECF instance and related local applications: installation, upgrades,configuration, customization's, and security.

Install, test, and implement new CM/ECF releases and other national judiciary systems, coordinating with the Administrative Office (AO) to minimize disruption.

Investigate and resolve CM/ECF and system issues reported by Court staff or external users.

Install, configure, maintain, and monitor Linux servers and virtualized environments (20 VMs), ensuring stability, backups,replication, and disaster recovery.

Perform database administration for the local CM/ECF Informix instance; conduct capacity planning, security hardening, patch management, and audits.

Maintain documentation, manage user access, provide training to Court staff, and participate in change management and disaster-recovery testing.

Stay current with judiciary technology developments and coordinate with automation staff at other courts.

QUALIFICATIONS:

Two or more years of hands-on Linux system administration (Red Hat Enterprise Linux preferred) — installation, configuration,patching, monitoring, and troubleshooting.

Demonstrated programming and scripting ability in one or more of Python, Shell/Bash, Perl, or Java, with the proven ability to read,modify, and maintain an existing codebase.

Working knowledge of relational databases and SQL (Informix preferred; experience with another enterprise RDBMS is also applicable).

Strong analytical and troubleshooting skills, and the aptitude and willingness to learn the CM/ECF application and its supporting technologies.

Ability to communicate technical concepts clearly to both technical and non-technical staff and to provide training and guidance on Court systems.

Self-motivated, with sound judgment, good written and verbal communication, and a positive, solutions-focused approach.

PREFERRED QUALIFICATIONS:

Bachelor’s degree in Computer Science, Management Information Systems, or a related field.

Direct experience with CM/ECF or similar case management systems at the application or database level.

Hands-on Perl development or maintenance.

Informix database administration — backups, replication, and performance tuning. ▪

Experience administering virtualized or cloud environments, including backups, replication, and DR.

Java application development or support.

Experience with automation, monitoring, or configuration-management tooling.

Federal, court, or judiciary IT experience.

Pay: $71,583.00 - $138,380.00 per year
