POSITION: Senior Financial Analyst

SALARY RANGE: $90,000-$105,000 (Commensurate with experience)

JOB SUMMARY:


Responsible for the financial management, monitoring, reporting, and compliance of UPO grants and contracts in accordance with federal, state, and private award requirements. Works closely with program executives, the Finance Director, and other stakeholders to support financial sustainability, compliance, and achievement of program outcomes.

Responsibilities include, but are not limited to, budget development, financial analysis and reporting, cost allocation, and audit preparation to maximize funding utilization and mitigate risk.


MAJOR DUTIES:


Coordinate and participate in the design, testing, implementation, and review of complex manual and automated financial analyses, transactional accounting treatment, and the development of process improvements.

Manage program expenditures to ensure they are allowable, allocable, reasonable, and compliant with grant agreements, donor requirements, UPO Purchase Order Agreement, and applicable regulations, including 2 CFR Part 200 (Uniform Guidance).

Serve as the lead in developing the UPO annual budget, grant proposal budgets, re-budgeting and modification requests, and budget narratives. Provide budget guidance and recommendations during budget development and application processes. Perform periodic analyses of personnel, fringe, occupancy, and indirect cost allocations to ensure compliance with funding requirements.

Support the Finance Director in developing and reviewing complex financial accounting processes, systems, and procedures to promote efficient workflow and conformity with accounting principles.

Support the maintenance and implementation of the organization’s Cost Allocation Plan; review allocation methodologies for shared administrative and occupancy costs.

Analyze trends and provide recommendations to improve financial performance and compliance. Analyze and propose alternative system designs and identify potential improvements to existing systems and processes.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in accounting, finance, or a related field required. Five (5) years of professional experience as a grant accountant or financial analyst required. Excellent organizational skills and attention to detail. Superior Excel skills, along with strong analytical and problem-solving skills. Thorough understanding of generally accepted accounting principles (GAAP). Thorough understanding of financial analysis methods and procedural methods used in data mining and database development. Must be able to work sensitively and effectively with individuals from diverse educational, socioeconomic, and cultural backgrounds.

DESIRED QUALIFICATIONS:

Experience with U.S. government grants, including Head Start/Early Head Start and other Health and Human Services agency grant awards.


OTHER REQUIREMENTS
