The Chief of IMSS is based in New York, leads the Fund’s information and communications technology (ICT) service, is a member of the executive team, and reports directly to the Chief Executive of Pension Administration.
The role is responsible for delivering innovative and secure ICT solutions, ensuring high-quality service delivery, and embedding technology in business transformation and client experience improvements. The Chief will oversee global ICT operations, systems implementation, cybersecurity, and the Fund’s digital strategy. The Chief will also be engaged in process optimization, cultural transformation, and knowledge-sharing initiatives. The Chief manages a diverse team of ICT professionals and service providers located across New York (United States), Geneva (Switzerland), Nairobi (Kenya), and Bangkok (Thailand).
Job Responsibilities
The role involves and is not limited to the following responsibilities:
- Leads and implements the ICT strategy and multi-year technology roadmap for UNJSPF.
- Provides vision, leadership, and oversight of information management systems and digital platforms.
- Oversees the delivery, enhancement, and maintenance of the Integrated Pension Administration System (IPAS) and other business-critical applications.
- Ensures ICT operations are secure, resilient, and efficient, embedding risk management and protection in all solutions.
- Develops solutions that leverage technology to improve productivity, service quality, and client experience.
- Directs global ICT operations, including help-desk services, outsourcing, and vendor management.
- Leads ICT change management activities to support Fund-wide transformation and modernization.
- Establishes training, knowledge-sharing, and professional development programmes for ICT staff.
- Supervises and develops staff, consultants, and contractors, ensuring diversity, inclusion, and gender balance.
- Prepares the Service’s work programme, determines priorities, allocates resources, and manages budgets.
- Contributes to senior leadership meetings, strategic planning, and decision-making for the Fund.
- Represents IMSS in intergovernmental, international, regional, and organizational forums.
Required Qualifications, Capabilities, and Skills
We ask that the following criteria be addressed in your application:
- Advanced university degree (Master’s or equivalent) in information systems or related area. A first-level degree with additional qualifying experience may be accepted.
- A minimum of fifteen years of progressively responsible experience in ICT management, planning, design, implementation, and service delivery in international environments is required.
- At least ten years of experience in leading large professional ICT teams is required.
- Demonstrated experience with ICT governance models (ISO/IEC 38500, COBIT, or equivalent) and service management frameworks (ITIL or equivalent) is required.
- Proven experience in continuous process improvement and business transformation using ICT is required.
- Experience in ICT strategic management, change management, and project management is desirable.
- Experience in emerging technologies such as artificial intelligence and robotic process automation is desirable.
- Experience in managing global help-desk operations is desirable.
- Fluency in one of the working languages of the UN Secretariat, English or French (both oral and written), is required. Knowledge of another UN official language is an advantage.
