The Senior Cost Estimator prepares and reviews cost estimates for utility-owned substations, transmission systems and distribution systems. This role is responsible for the timely preparation of accurate cost estimates for the Company’s electrical infrastructure projects incorporating knowledge of construction means and methods, costs, and utility industry principles. Senior Cost Estimator also maintains, and updates cost estimating tools and systems with the most current industry cost data.

Job Summary
The Senior Cost Estimator prepares and reviews cost estimates for utility-owned substations, transmission systems and distribution systems. This role is responsible for the timely preparation of accurate cost estimates for the Company’s electrical infrastructure projects incorporating knowledge of construction means and methods, costs, and utility industry principles. Senior Cost Estimator also maintains, and updates cost estimating tools and systems with the most current industry cost data.
Responsibilities
- Prepares multiple project cost estimates concurrently with varying degrees of complexity.
- Performs take-offs and reviews of project documentation including one-line diagrams, general arrangement drawings, three-line diagrams, specifications, company standards.
- Maintains all estimating tools and systems with the latest company and industry cost data and identifies areas of improvement of existing tools and estimating methods.
- Estimates costs for all aspects of electric infrastructure projects. Including engineering, permitting, siting, site/civil construction, structural construction, electric construction, commissioning, etc..
- Collaborates with personnel from multiple business areas to solicit input from key stakeholders on cost estimating at each stage of project development.
- Engages with AVANGRID Purchasing and vendors for up-to-date cost information on major equipment and validates the accuracy of vendor quotes.
- Performs periodic reviews of cost estimates during project development, construction and upon project completion, to benchmark cost estimates to actual project costs.
- Compiles historical project cost data for use in improving estimate accuracy.
- Bachelor’s degree in engineering, construction management or related field with 5 years of industry experience or 10 years of experience in electric utility cost estimating.
- Ability to analyze project documentation and design drawings to accurately determine scope of construction work.
- Ability to recognize and recommend potential alternative designs / scope changes to reduce total project cost.
- Knowledge of utility grade construction methods and codes / standards.
- Experience in evaluating site conditions using plans, geotechnical data and site visits.
- Effective communication in a highly collaborative environment working with internal and external stakeholders and customers.
- Ability to work independently while meeting all deadlines and producing a high quality of work.
- Proficient in Microsoft Office applications. Expert skills with Microsoft Excel are a plus.
- Licensed professional engineer and/or certified professional estimator.
