Position Summary

United Community Services (UCS) seeks a dynamic and strategic Community Organizer & Project Manager to advance housing stability and systems change through the Kansas Housing Advocacy Network (KHAN). This role reports to the Director of Policy & Planning. This role blends organizing, policy, and project management to support a statewide network working to improve housing supply, strengthen renter protections, and promote community stability.

The position will coordinate stakeholders, translate research into action, and equip advocates to effectively engage decisionmakers. The ideal candidate is both people-centered and outcomes-driven, excited by building relationships across diverse groups while managing complex projects that move policy and systems forward.


Key Responsibilities

Stakeholder Engagement & Network Coordination

  • Coordinate and support KHAN committees, workgroups, and partners
  • Build relationships with renters, landlords, service providers, and local governments
  • Facilitate inclusive, action-oriented meetings
  • Align stakeholders around shared policy priorities

Research, Policy Analysis & Data Translation

  • Conduct research on housing supply, stability, and social determinants of health
  • Analyze eviction trends and homelessness systems
  • Translate data into one-pagers, briefs, and testimony
  • Support development of policy proposals

Training & Capacity Building

  • Develop, plan, and facilitate trainings for grassroots and grasstops audiences
  • Equip advocates to tell stories and engage policymakers
  • Create accessible training materials and toolkits

Advocacy, Events & Legislative Engagement

  • Plan events, briefings, and forums
  • Coordinate outreach to policymakers and legislators
  • Support testimony, campaigns, and engagement strategies including use of FiscalNote and Votervoice software and messaging systems
  • Assist with legislative session coordination

Project Management & Implementation

  • Manage timelines and deliverables
  • Track progress on policy priorities
  • Ensure consistent communication across partners
  • Identify opportunities to strengthen impact

Qualifications

Required:

  • 3–5 years experience in organizing, policy, or nonprofit work
  • Strong facilitation and communication skills
  • Project management experience

Preferred:

  • Housing policy experience
  • Legislative advocacy experience
