This position serves as the Center Supervisor for the Early/Head Start program and is responsible for overseeing the center's daily operations. The Center Supervisor ensures compliance with all federal, state, and local regulations, including Head Start Program Performance Standards, Wisconsin Licensing Rules (DCF 251), Young Star, and National Accreditation Commission (NAC) standards. The role provides leadership in instructional quality, family engagement, policy implementation, and active supervision while maintaining a high-quality learning environment for children and families.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Center Supervisor is primarily responsible for achieving the following outcomes for the Early/Head Start Program:

  • Education
    Ensure the full and effective implementation of developmentally appropriate educational practices, curricula, and child assessment tools in alignment with Head Start Performance Standards, state licensing, Young Star, and NAC guidelines to support school readiness for all children.
  • Family Partnerships
    Build and maintain strong, respectful relationships with families, ensuring that comprehensive family services are delivered in accordance with program standards and that parents are actively engaged in their children’s learning and development.
  • Human Resources & Supervision
    Supervise, coach, and support center staff; lead recruitment, hiring, onboarding, training, and performance management to maintain a qualified and high-performing team.
  • Communication & Service Coordination
    Promote clear, consistent communication and collaboration across staff, families, service areas, and community partners to ensure integrated and effective service delivery.
  • Record Keeping & Reporting
    Ensure accurate and timely documentation and data entry across all required systems, including but not limited to child assessments, family engagement, attendance, timekeeping, and compliance-related reporting.
  • Ongoing Monitoring & Self-Assessment
    Implement continuous quality improvement through internal monitoring systems, including classroom observations, safety checks, compliance audits, and participation in the agency’s self-assessment process.
  • Program Governance & Leadership
    Support program planning, policy implementation, and governance processes by working closely with the Policy Council, parent committees, and agency leadership to maintain accountability and drive program quality.
  • Operations & Facilities
    Lead center operations, including scheduling, facilities oversight, licensing compliance, procurement, safety, and daily logistical management to ensure a high-functioning and safe learning environment.
  • Uphold the Shared Mission and Values of UCC
    Embody and promote the mission, vision, and core values of the United Community Center (UCC) through leadership, decision-making, and relationship-building with staff, families, and the broader community.

Essential Duties and Responsibilities

The Center Supervisor is primarily responsible for achieving the following outcomes.

Education

  • Ensure full implementation of the Head Start early learning system, curriculum, and tools to support children in achieving School Readiness Goals.
  • Oversee and ensure timely completion of all developmental screenings and assessments, including the 45-day and 90-day requirements.
  • Ensure integration of IEP/IFSP goals into daily classroom activities (in collaboration with Disabilities/Mental Health staff).
  • Monitor and support classroom environments to ensure they are developmentally appropriate, engaging, and aligned with NAC and Young Star guidelines.
  • Provide guidance to teaching teams using data to individualize instruction and drive continuous quality improvement.
  • Participate in team meetings, home visits, and community engagement efforts.

Family Partnerships

  • Support Family Advocates in implementing family services and engagement strategies in alignment with Head Start and NAC standards.
  • Model strong, respectful, and culturally responsive relationships with families.
  • Ensure families are actively involved in their child’s development and center activities, including curriculum planning and parent committees.
  • Assist in coordinating family workshops, volunteer programs, and community events.

Human Resources & Supervision

  • Supervise and evaluate teaching and support staff in compliance with program policies and Head Start standards.
  • Conduct regular staff meetings and individual supervision sessions to provide coaching, feedback, and performance guidance.
  • Ensure new hires complete all required onboarding and orientation training in coordination with HR and education leadership.
  • Develop and monitor individual professional development plans to meet credentialing, training, and degree attainment requirements.
  • Ensure compliance with all HR practices, including hiring, scheduling, evaluations, corrective action, and documentation.
  • Take disciplinary action when needed, following HR protocols and Head Start Policy Council requirements for hiring/termination.

Communication & Service Coordination

  • Facilitate communication among teaching teams, family advocates, and administrative staff.
  • Represent the center in program-wide meetings, regional initiatives, and external events.
  • Ensure that children’s physical, mental health, and special needs are addressed in partnership with health, nutrition, and disability staff.
  • Promote collaboration across service areas to ensure seamless support for children and families.

Record Keeping & Reporting

Ensure accurate and timely completion of all required documentation and systems, including:

  • Child assessments and portfolios
  • Individual child/family files
  • Education and health binders
  • Attendance and meal count records
  • Staff timekeeping, leave tracking, and training logs
  • In-kind contributions and volunteer records
  • Utilize data systems such as Teaching Strategies Gold and CreativeCurriculum.net to support compliance and improvement efforts.

Ongoing Monitoring & Self-Assessment

  • Conduct daily walkthroughs and monthly monitoring using internal tools and Head Start protocols.
  • Participate in internal and external reviews, including self-assessment, NAC accreditation visits, and CLASS observations.
  • Use MBI (Managing by Information) and MBO (Managing by Outcomes) reports to drive corrective action and ensure continuous quality improvement.

Program Governance & Leadership

  • Participate in strategic planning and goal-setting for the center and program.
  • Lead center-based implementation of integrated service plans and program goals.
  • Collaborate with the Policy Council and parent committees; attend meetings as needed.
  • Promote agency values and ensure alignment with UCC’s mission across all staff and stakeholders.

Operations & Facilities

  • Serve as the operational lead for the center, including:
    • Hiring, onboarding, and scheduling of staff
    • Oversight of building operations, safety, cleanliness, and repairs
    • Ensuring materials and environments align with licensing, NAC, and curriculum guidelines
    • Conducting monthly safety audits and submitting work orders as needed
  • Ensure the facility is ADA-compliant, safe, and conducive to learning
  • Oversee ordering, inventory, and maintenance of educational and operational supplies

Policy Implementation

  • Develop, implement, and monitor program policies and procedures in alignment with Head Start, state licensing, NAC, and internal program standards.
  • Train all staff on relevant policies and ensure they are followed with fidelity.
  • Monitor staff adherence to active supervision, child safety, and program compliance policies.

Supervision

  • Directly supervise teaching teams, classroom support staff, and other assigned personnel.
  • Responsibilities include recruitment, training, professional development, coaching, scheduling, and evaluations.
  • Ensure all supervised staff are knowledgeable and compliant with Head Start, licensing, NAC, and UCC policies.

Other Duties

  • Perform other duties as assigned to meet the center's and the agency's goals.

Education and Experience Requirements

Required: Bachelor’s degree in early childhood education, Child Development, or related field.

Preferred: Master’s Degree and/or Wisconsin Administrator Credential.

Additional Requirements

  • Experience managing preschool or Head Start programs.
  • Experience supervising, evaluating, and supporting diverse teams.
  • CPR and First Aid certification (or willingness to obtain).
  • Familiarity with DCF 251 licensing, Young Star, NAC, and CLASS.
  • Ability to lift and carry children up to 40 lbs.
  • Background check and physical exam required.
  • Up to 10% travel locally or long-distance.
