What are the responsibilities and job description for the Senior Eligibility Technician ( F&C Medicaid) position at Union County?
Determines client/applicant eligibility for income maintenance programs of limited variety and complexity such as the Low Income Energy Assistance Program (LIEAP), Commodities Distribution Program, FNS, Medicaid, and the Crises Intervention Program (CIP) for the Division of Social Services.
Interviews clients to obtain required information, explains the programs, completes the application and verifies a limited amount of qualifying data.
Refers clients to other agency staff.
Conducts interviews (face-to-face and via telephone) with customers utilizing established interviewing techniques to determine eligibility (also uses ex parte' information to determine eligibility) for economic services assistance; and follows up with customers within established guidelines.
Processes requests for birth certificates for the Economic Staff in the agency.
Assesses customers' needs, makes appropriate referrals and coordinates services available from other programs in a timely manner; provides guidance and direction in crisis situations; and appropriately defuses emotions and fosters customer readiness to use available services and pursue self-sufficiency.
Evaluates and verifies information and assesses the validity of customer documentation; applies federal, state, and county policies and procedures within prescribed time frames with a minimal number of errors, overdue applications, and case re-determinations.
Documents case findings within established timeframes accurately to reflect customer's situation and to substantiate verification of all eligibility factors; and initiates and updates data in multiple computer systems accurately (Compass and NC FAST).
Keys a Child Support referral on all absent parents.
Responsible for ensuring current Medicaid certification periods are entered into the system.
Completes Corrective Action Adjustment Forms for action errors affecting reimbursement from the State.
Completes auto newborns when the hospital sends them over or client reports to workers or front desk.
Oversees the maintenance of Foster Care Medicaid files.
Assists with Medicaid evaluation and spin-offs for terminated Foster Care children and Adoption Assistance children who turn 18 years of age.
Maintains and updates case records and management reports using computer skills and documentation.
Serves as liaison to the local child support for In-Home Services and Foster Care Social Workers.
Provides assistance in determining the funding source for foster care payments.
Maintains the foster care and adoption assistance Medicaid caseload for Union County including new applications, monthly re-certifications, and terminations.
Provides updates for changes relating to placements and custody of children as those changes affect child support enforcement and provide information regarding payments and orders.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
High School Diploma or an acceptable equivalency diploma (GED), and one (1) year of paraprofessional, clerical, or other public contact experience.
Special Requirements:
Basic Excel knowledge.

Special Requirements:
Basic Excel knowledge; NC FAST or other eligibility determination system experience.
Fluent in Spanish and English.
PHYSICAL DEMANDS
Must be physically able to operate a variety of automated office machines including computers, calculators, copiers, postage meters, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.
