Job Description
The Union-Snyder Community Action Agency (CAA) is seeking a dynamic and visionary Executive Director to lead the organization in fulfilling its mission of serving and strengthening the community. This position is responsible for the overall administration, strategic direction, and operational success of the agency, ensuring long-term sustainability and impact.
The Executive Director serves as the primary leader and public representative of CAA, working closely with the Board of Directors, staff, and community partners to advance programs and services that meet local needs.
Key Responsibilities
Leadership & Administration
Provide strategic leadership and guide organizational planning aligned with CAA’s mission
Oversee program development, implementation, and evaluation
Ensure compliance with all applicable regulations and funding requirements
Report organizational and financial performance to the Board of Directors
Implement results-oriented management systems to measure program effectiveness
Financial & Resource Management
Maintain the financial health and integrity of the organization
Develop and manage budgets, monitor expenses, and ensure accurate reporting
Lead fundraising, grant development, and donor engagement efforts
Identify and implement financially viable business opportunities
Personnel Management
Build and lead a high-performing team aligned with organizational goals
Supervise staff, set performance expectations, and conduct evaluations
Foster a positive, team-oriented workplace culture
Ensure compliance with personnel policies and employment practices
Community Relations & Advocacy
Serve as the agency’s primary spokesperson
Develop and maintain partnerships with community organizations, policymakers, and stakeholders
Promote CAA programs through outreach, marketing, and public engagement
Represent the agency in committees, associations, and public forums
Organizational Integrity
Uphold confidentiality, ethical standards, and agency policies
Address conflicts and employee relations matters appropriately
Qualifications
Bachelor’s degree in Business, Management, Operations, Social Work, or a related field (required)
Minimum of ten (10) years of management or supervisory experience
Demonstrated leadership, strategic thinking, and decision-making abilities
Strong financial management and budgeting experience
Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders
Proven ability to lead teams, manage change, and achieve results
Experience in fundraising, grant management, or nonprofit administration preferred
Proficiency in Microsoft Office and modern technology tools

Union-Snyder CAA receives direct networking, information, guidance from our state CAA, Community Action Association of Pennsylvania (CAAP). CAAP represents 41 Community Action Agencies in the Commonwealth. CAAP acts as a statewide voice for local Community Action Agencies and low income citizens. It is the primary source of advocacy, education, technical assistance, news and networking for the Community Action network of Pennsylvania.
Union-Snyder CAA was established as a political subdivision of Union and Snyder Counties in 1979 through a joint effort of County Commissioners and concerned citizens. Union-Snyder CAA is governed by a Joinder Board of Commissioners and a Tripartite Advisory Board that is made up of local government representatives and community members, including those living with low income.
