Job Description

Union County Children and Youth Services (UCCYS) is seeking a full-time Social Service Aide III. This position is 37 ½ hours a week and requires some overtime.

Applicants must go to the Commonwealth of Pennsylvania’s employment website, www.employment.pa.gov, and must meet the Minimal Education and Training and apply to the County Social Services Aide III (LG) C&Y (Online Exam) job posting and then answer job-related questions in order to determine eligibility and to receive a score. Once you receive your score, the applicant should then again access www.employment.pa.gov in order to apply for the Union County Social Services Aide III position.

Job Responsibilities:

  • Provides the Visitation Coach Program for families with children in foster care placement with the goal of Return Home; engages the family and develops individualized Visitation Plans through interactive meetings with the parents, foster parents, and providers, which meet the needs of the child and family; arranges the visitation schedule, selects the most conducive environment, operates the Agency’s video camera/recording system for supervised visitation occurring at UCCYS office and assures compliance of notification to individuals participating in the visit; provides transportation when needed; conducts pre-visit and post-visit contacts with the parent(s); understands reactions to visitation and identifies strategies to manage these reactions; prepares written visitation reports and visitation report summaries to be filed with the Court; assist the caseworker and supervisor in case decisions related to visitation and permanency goals; and testifies at Permanency Review Hearings.

  • Provides the Agency’s Parenting Instruction Program; utilizes various assessments, resources, and curriculums to provide individualized instruction and support to the identified parents in need of instruction; is knowledgeable of Child and Adolescent Development and utilizes the Child and Adolescent Development Resource Book; assists the caseworker and supervisor with careful assessment of risk and child safety to help determine most appropriate case plan.

  • Assists families with open protective service or foster care cases with developing parenting and life skills; instructs clients regarding a variety of parenting and life issues, such as budgeting, menu planning, relationship issues, discipline, conflict resolution, employment, housing, education, fun activities, safety, etc.

  • Provides ongoing support to families; conducts home visits; assesses safety; provides transportation to appointments; conducts fun and educational projects and activities with families, assists clients with packing and moving; assists clients with organization of home/life; distributes safety supplies to clients when needed, etc.

  • Provides In-House training to UCCYS and county staff for identified training needs to include (but not limited to) First Aide/CPR and car seat safety installation/use; maintains any required certifications to provide training.

  • Performs related duties and work activities; makes referrals to caseworkers; provides testimony in court; performs related research, etc.

  • Maintains inventories of supplies, forms, and equipment; ensures availability of adequate supplies to complete work activities; initiates purchase orders for new or replacement materials; receives/distributes incoming supply shipments.

  • Attends various meetings, such as family group decision-making, individual education plan, individual safety plan, staff, multidisciplinary team, inter-agency or other meetings; provides information and makes recommendations.

  • Maintains related documentation and reports as required by local, state and federal guidelines; gathers statistical information regarding work activities; maintains contact logs; documents all work activities in case files; attends conferences, workshops, and training as required.

  • Prepares or completes various forms, reports, correspondence, charts, spreadsheets, children served statistics report, letters, behavior charts, chore charts, menu and budget sheets, order forms, assessment forms, educational activities, client progress and mandated reports, expense and travel sheets, time statistics, workbooks, or other documents.

  • Receives various forms, reports, correspondence, logs, policies, procedures, directories, reference materials, intake forms, FSPS, workbooks, psychiatric and psychological evaluations, growth charts, report cards, attendance records, treatment plans, medical journals, training manuals, police reports, policies and procedures, rules and regulations, laws and ordinances, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.

  • Communicates with supervisor, County employees, clients and family members, law enforcement and prison personnel, school personnel, medical personnel, service providers, outside agencies and the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

  • Assist casework staff, as needed, to transport clients and supervise foster child/parent visitation.

  • Operates a vehicle, personal computer, general office equipment or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Minimum Qualifications:

  • High school diploma or GED with One (1) year as a County Social Services Aide 2 or; supplemented by three (3) year(s) of experience in human service, parenting education, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

  • Must possess and maintain a valid Pennsylvania driver’s license.
