Job Description
The Union County Commissioners are currently accepting applications or resumes for the Facilities Director position. The Facilities Director must demonstrate strong leadership skills and the ability to supervise, mentor, and direct a team of maintenance staff in daily operations, performance and long-term planning. This position is responsible for planning, directing, and coordinating facility's management, vendor relationships, and the oversight of capital projects. A critical component of this role is effective management of building systems, with a strong emphasis on HVAC operations, preventive maintenance strategies, and negotiating service and maintenance agreements with external vendors.
Salary Range: $60,000 - $72,000 (Based on Experience)
Minimum Qualification
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise; resolves special or unusual requirements on projects.
Develops and implements long and short-term plans, goals, and objectives for the department; develops long-term plans for capital improvements to buildings and facilities; establishes and implements systems for managing the maintenance and repair of buildings and facilities.
Designs renovation and repair projects; estimates costs; writes maintenance/repair project specifications; reviews contracts and recommends bid awards; oversees contractor work for completeness, quality and compliance with specifications.
Participates in the maintenance and repair of buildings and facilities as needed; repairs and maintains electrical, plumbing, HVAC and carpentry systems; maintains lawns and landscaping, etc.
Develops and implements departmental budget, including staffing, maintenance and capital improvements; monitors expenditures and revenues to ensure compliance with the approved budget.
Maintains and purchases inventory of parts and supplies; ensures availability of parts and supplies needed to complete work orders; secures vendors and orders parts and supplies; reviews invoices and prepares vouchers; maintains related documentation.
Oversees the administration of the department’s safety program; conducts safety training and meetings; ensures employees follow all safety procedures.
Prepares or completes various forms, reports, correspondence, charts, spreadsheets, performance appraisals, CAD drawings, diagnostic reports, purchase orders, budget records, status reports, inspection checklists, cost analysis or other documents.
Receives various forms, reports, correspondence, logs, policies, procedures, directories, reference materials, electrical schematics and diagrams, building blueprints, architectural drawings, safety checklists, billing invoices, attendance records, time sheets, work orders, inspection reports, policies and procedures, road maps, product catalogs, equipment manuals, MSDS sheets, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.
Communicates with supervisor, County employees, County Commissioners, consultants, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Operates a vehicle, a personal computer, general office equipment, mechanics tools, drill press, table saws, cutting torch, welder, lawn equipment, HVAC equipment, drafting equipment, power tools, hand tools, testing equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
Candidates must complete a satisfactory pre-employment drug screening, criminal background investigation, and a complete reference check.

- Vocational or technical training in HVAC, plumbing, electrical, or other building trade fields; supplemented by five (5) years of progressively responsible supervisory experience in building or facilities maintenance or a related field; or any equivalent combination of education, training, and experience.
- Demonstrated knowledge of HVAC system functionality, troubleshooting, energy efficiency practices, and long-term equipment lifecycle planning.
- Experience negotiating, managing, and evaluating vendor maintenance contracts, including performance oversight and budget monitoring.
- Proven leadership ability, including experience supervising maintenance personnel, setting performance expectations, coordinating work assignments, and fostering a collaborative team environment.
- Must possess and maintain a valid Pennsylvania driver’s license.
