Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region.

The UN Women Regional Office for Asia and the Pacific (ROAP) oversees and manages programming in programme presences, provides strategic guidance, technical support, and oversight to country and multi-country offices across the region. To ensure the organization remains fit-for-purpose, agile, and aligned with its strategic priorities, UN Women will undertake a functional and structural review across its Asia Pacific operations.

ROAP is looking for a national HR Consultant to provide surge and capacity building support on HR operations, for both ROAP and field offices in the Region. Under the supervision of the Regional HR Business Partner, and the day-to-day coordination with the HR Specialist (NOC), the HR consultant will provide the following functions:

Description Of Responsibilities /Scope Of Work

  • Advise senior management and ROAP HR colleagues overall HR management.
  • Provide surge support to requesting offices (ROAP and field offices), and lead various HR processes for the assigned portfolio, including one or more of the following areas:
  • Facilitating local and international recruitment;
  • Facilitating recruitment and management of consultants;
  • Administration of benefits and entitlements, onboarding, contract maintenance and offboarding (in coordination with UNDP BES through UNAll);
  • Coordination with Operations/Budget on position management, to ensure alignment of funding and contracts;
  • Review and advise on HR planning including corporate B/AWP planning, and/or project planning (e.g. R-PAC)
  • Provide capacity building to HR staff within the AP Region.
  • Perform other functions as assigned and agreed with the supervisor.


Consultant’s Workplace and Official Travel

This is a home-based consultancy. As part of this assignment, the consultant may be required to travel. All travel will be arranged by UN Women following UN Women’s Travel Policy.

The service will be rendered on “on call” basis with a maximum of 400 working days of assignment period. UN Women does not warrant that the maximum of contract amount will be purchased during the term of the Agreement.

Required Qualifications:

Education and Certification:

  • Master’s degree or equivalent in human resources management/organizational development, business administration, public administration, change management or related field is required.
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Experience:

  • At least 5 years of progressively responsible experience in human resource management;
  • Experiences in recruitment and selection, benefits administration are required;
  • Experiences in HR business partnering are required;
  • Experiences in working within the UN system is required;
  • Regional and country level experience in Asia and the Pacific is required.


Languagues:

  • Fluency in English and Thai is required.
  • Knowledge of any other UN official language is an asset.
