The Ulster County SPCA is seeking a highly motivated, organized and professional individual who is passionate about animal welfare, strives for excellence and excels in working in a fast-paced, team environment. One part-time position available.

The Humane Law Enforcement Officer also serves as the Dog Control Officer (DCO), is responsible for animal control response, and assists the Humane Law (HL) Chief Investigator in investigating animal cruelty and neglect cases.

Specific duties include:

Dog Control

Provide prompt and courteous response to requests for animal control services, including park patrols and license checks, ensuring strict adherence to municipal contract requirements

Handle all types of domestic animals, including apprehending animals evading capture

Respond to emergencies and transport injured, sick and aggressive animals

Issue citations to enforce animal control laws, and coordinate all billing for DCO services

Maintain the DCO and HL vehicles and equipment in a state of cleanliness and readiness for any possible animal-related emergencies

Humane Law

Investigate complaints of animal cruelty and neglect, documenting all activities related to investigations in a concise and detailed manner as necessary for prosecution

Complete all actionable administrative needs in a timely and accurate manner, e.g., warrants, summons, etc.

Prepare, maintain and submit all investigatory reports, case summaries, animal intake forms, inventory lists, daily logs and monthly summary reports in accordance with UCSPCA and NYS Rules of Criminal Procedures

Proactively develop and maintain good working relationships with other animal welfare organizations, law enforcement agencies and the public

Maintain official records and documents, utilizing shelter software, ensuring compliance with federal, state, and local regulations, notably regarding privacy/confidentiality and security

Educate the public while in the field regarding responsible pet ownership and animal laws and ordinances

Establish and maintain a written equipment and supply inventory log for DCO/HL to ensure necessary tools and resources are available when needed

Be prepared to provide on-call support to respond to shelter emergencies as needed

Requirements:

High school graduate or equivalent required; Bachelor’s Degree in Criminal Justice or related field preferred

NYS Peace Officer Certification (preferred); must be qualified to be certified within 6 months of hire.

2 or more years of experience as an Animal Control Officer, Humane Officer or equivalent animal welfare experience, or

2 or more years of experience as a Police Officer or equivalent criminal procedural experience

Knowledge of state and federal laws, ordinances and regulations relating to animal welfare preferred

Knowledge of rules of arrest, search and seizure, probable cause and evidence gathering, police report writing and courts and legal systems preferred

Knowledge of basic domestic animal breeds, care and behavior, and safe and humane animal handling

Understand the elements of a crime and apply it appropriately to a criminal investigation

Maintain a professional appearance and positive attitude at all times while on-duty and representing the UCSPCA

Proficiency in computer applications, including MS Office, etc. Strong organizational skills with the ability to organize, prioritize, and manage multiple tasks simultaneously while setting and meeting deadlines; must be detail-oriented and resourceful.

Humane Law Enforcement Officers work a day shift, 8:30am-5:00pm and will have on-call after-hours duty assignments. Additionally, may work evening, weekends, and additional hours as necessary in emergency situations.

Eligible to be certified and sworn as a NYS Peace Officer, including qualifying with firearms and non-lethal arrest control tactics

Possess valid, unrestricted, clean NY driver’s license and pass a background check and fingerprinting; must meet Ulster County residency requirement

Must have good vision (close, distant, color, peripheral, depth, and focus) and hearing skills, and speak clearly.

Required to frequently sit, stand, walk, reach with arms and hands, stoop, kneel and/or crouch. Must be able to regularly lift and/or move 50 pounds.

Constantly handling/restraining of animals of all sizes in a variety of areas and positions.

Daily exposure to animal odors and/or airborne particles.
