Job Summary

JOB DESCRIPTION

This position provides strategic leadership for employee wellness, mental health, and wraparound support services, including clinical and non-clinical resources, with a focus on improving access, navigation, and utilization across UCSF, the University of California system, and community-based services.

Provides integrated employee well-being support by addressing health care access, mental health services, and basic needs through a coordinated model that includes the Faculty & Staff Assistance Program (FSAP), COPE (Coping and Resiliency Program), Health Care Facilitator services, and wellness initiatives.

Ensures seamless access to clinical and non-clinical services, reduces barriers to care, and enhances employee experience through a community navigation model.

Leads the transformation, development, and enhancement of the current Wellness Champion network to establish an employee peer support model to increase resource awareness, engagement, and department-based activities to maximize employee Wellness and support. Aligns efforts with workforce development initiatives.

Partners across HR, UCSF Health, and external providers to align services, improve utilization, and support workforce outcomes.

Health Care Access

  • Advocates on behalf of employees and family members with insurance plans and providers to address coverage, billing, and authorization issues
  • Partners with UCSF Health to promote access to care and resolve barriers
  • Provides consultation to employees regarding health plan selection and provider access
  • Services are provided to all employees, retirees, trainees, and their family members

Mental Health Access (FSAP & COPE)

  • Oversees Faculty & Staff Assistance Program (FSAP), including clinical services and vendor management
  • Ensures timely access to mental health care through internal and external providers
  • Integrates FSAP with COPE to provide coordinated clinical and navigation services and improve timely access to support and mental health services
  • Expands digital and self-service access to resources
  • Provides navigation support for accessing care
  • Services are provided to all employees, trainees, and their family members

Basic Needs Support

  • Develops partnerships with workforce development programs to provide proactive support
  • Provides initial consultations to assess and address employee needs
  • Expands access to community-based wraparound services (housing, childcare, food, financial support)
  • Develops integrated models for self-service and navigator-supported access

Communications & Resource Marketing

  • Leads enterprise-wide efforts to promote FSAP, COPE, and wellness resources
  • Develops targeted strategies to increase awareness, reduce stigma, and improve utilization
  • Partners with Communications to ensure consistent, accessible messaging

Manager & Leader Enablement

  • Provides tools and consultation to help managers support employee well-being and mental health
  • Partners with leadership development initiatives to build manager capability
  • Collaborates with Employee Relations on complex employee situations

This UCSF Human Resources unit focuses on employee wellness, mental health, and wraparound support services. The unit provides access to clinical and non-clinical resources and helps employees navigate and utilize services available through UCSF, the University of California system, and community-based organizations. Its goal is to improve access to care, reduce barriers to services, and enhance the employee experience. The unit oversees several programs and initiatives, including the Faculty & Staff Assistance Program (FSAP), the Coping and Resiliency Program (COPE), Health Care Facilitator services, and employee wellness initiatives.

Key Responsibilities

35% Yes Provides strategic and operational leadership for FSAP, COPE, Health Care Facilitator, and wellness programs, overseeing subordinate managers and ensuring alignment with organizational HR priorities and employee experience goals.

25% Yes Develops and implements an integrated, enterprise-wide strategy for mental health, healthcare access, and employee wellness, aligning programs with broader HR and workforce objectives.

15% Yes Leads organization-wide communications and engagement strategies to increase awareness, reduce stigma, and drive utilization of employee support programs.

10% Yes Provides leadership and consultation to managers and partners closely with Employee Relations to address complex employee issues and strengthen manager capability in supporting workforce wellbeing.

10% Yes Oversees vendor relationships, including FSAP and Lyra, ensuring effective service delivery, contract management, and alignment with organizational goals and compliance requirements.

5% Yes Leverages data, metrics, and insights to evaluate program effectiveness, inform decision-making, and drive continuous improvement across employee wellness and support services.

Qualifications

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 6 – 8 years of progressively responsible leadership experience in employee wellbeing, mental health, healthcare navigation, employee assistance, or related workforce support functions
  • Knowledge of employee wellness, mental health access, and health care/health insurance related resources and health system models.
  • Experience managing clinical and non-clinical programs.
  • Vendor management experience.
  • Strong analytical and strategic capabilities.
  • Excellent communication and leadership skills.
  • Ability to manage highly sensitive and confidential information.
  • Ability to work in a complex environment.

Preferred Qualifications

  • Master's degree in Public Health, Healthcare Administration, Social Work, Counseling, Psychology, Business Administration, Human Services, or related field.
  • Experience working in healthcare systems.
