General Purpose of the Job
Assists the Residential Department in carrying out various human resources policies, procedures and programs for all agency employees. Ensures the budgetary compliance of staff utilization in the Residential Department.
Essential Duties and Responsibilities include the following but are not limited to:
- Work independently to monitor and review DSP regular, temporary, and per diem staffing needs of the residential programs to determine where budgetary overages are occurring and reduce identified overages.
- Develop, collect and analyze reports and data pertaining to overtime costs, temp agency staffing costs, and FTE overages / costs.
- Maintain up to date master schedules and approved / budgeted FTE for each residential site for all budgeted positions.
- Liaise with Human Resources staff and recruiters to coordinate the recruitment, hiring and placement of all Residential staff.
- Liaise with contracted temp agencies to coordinate the placement of all Residential temp agency staff.
- Develop and implement strategies to notify appropriate management staff of FTE overages and reduce FTE overages to within budgetary guidelines.
- Partner with program management staff to monitor hours worked, and control overtime and temp agency hours and expenses, with a goal to reduce overtime and temp agency expenses to within budgetary guidelines.
- Provide training to program management staff regarding agency policy and procedure related to budgetary guidelines, staffing requirements, payroll procedures, and related agency policy and procedures.
- Ensure that program management staff implement the required strategies to operate within budgetary guidelines and as required by personnel guidelines.
- Suggest policy development for payroll and staffing guidelines and monitoring.
- Review and analyze payroll records, Paycom records, temp agency billing records, staffing schedules and pertinent staffing related budgetary documents to ensure each residential site is operating within budgetary guidelines for staffing.
- Prepare staffing reports and updates for management indicating levels of budgetary compliance.
- Performs other projects, assignments and duties as required and assigned.
- Ensures confidentiality of all employee/agency information.

Qualifications:
- Bachelor's degree in human service field or commensurate experience.
- Three years minimum OPWDD or related field experience, including residential management & scheduling experience.
- Excellent communication skills and computer skills to include proficiency in Excel and Paycom preferred.
- Strong organizational, time management, multi-tasking and budget skills required
- Ability to work independently
- Ability to work on a flexible, assigned schedule
- Ability to travel to programs in all UCP locations
