Department Summary
Research Policy and Compliance (RPC) provides leadership, regulatory expertise, professional guidance, and administrative support to the campus in order to promote the ethical conduct of research and to facilitate compliance with federal, state, University of California, and UCLA regulations and policies. RPC supports the Vice Chancellor for Research and Creative Activities in his roles as the Institutional Official for the Animal Care and Use Program at UCLA, and as the Research Integrity Officer. RPC serves as the administrative home for the UCLA Export Control compliance program and convenes and provides support for a number of faculty-led committees. RPC staff also work collaboratively with staff of Legal Affairs, Academic Affairs, and Office of Research Administration (ORA) on special reviews. It is a part of the Office of Research and Creative Activities.
Position Summary
Reporting directly to the Vice Chancellor for Research and Creative Activities, the Director of Research Security and Export Controls (Director) is responsible for strengthening protections and minimizing risk to research & development initiatives for the entire UCLA campus. This will be achieved through leading the strategic development, consistent implementation, and administration of policies, procedures, programs, and systems related to research security and export controls. The Director will serve as the campus’ expert and primary representative for research security and export control matters, engaging with internal stakeholders and external entities, including federal research sponsors, in alignment with NSPM-33 requirements.

Salary & Compensation
- UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. - In-depth knowledge of federal research security regulations, policy, and guidance and export control regulations. (Required)
- Extensive knowledge of the academic environment and structure. (Required)
- Strong leadership, organizational and administrative skills related to research security and export control, preferably developed within a complex academic setting. (Required)
- Demonstrated experience in management and development of personnel resources, and in leading organizational change. (Required)
- Experience formulating broad policy recommendations for a large university or organization. (Required)
- Demonstrated experience in managing and/or developing compliance review boards, committees, and personnel resources related to research compliance. (Required)
- Proven ability to handle and maintain confidentiality in sensitive matters related to research security noncompliance and regulatory violations. (Required)
- Significant experience in a research University and demonstrated understanding of the mission of a major research and teaching University (with a medical enterprise) and its public service and patient care missions. (Required)
- Excellent written and oral communication skills to ensure the effective exchange of ideas with a wide audience. (Required)
- Demonstrated success in exercising excellent judgment and objectivity in applying logical and creative thinking to a wide range of complex, intellectual, and practical problems, respond effectively to confidential inquiries and/or complaints, and to communicate technical and complex concepts clear (Required)

- Demonstrated effective working relationships with staff of the UCLA Government and Community Relations Office, Corporate and Foundation Relations, Office of Legal Affairs, Office of the Vice Chancellor-Academic Affairs and Personnel, Office of Administrative Policies and Compliance, and various units of the University of California Office of the President (UCOP). (Required)
- Extensive knowledge of University policies and procedures related to research, including but not limited to the conflict of interest and conflict of commitment landscape, personnel, and research administration including regulatory compliance. (Preferred)
