DESCRIPTION
The Manager of Investment Operations and Reporting for the UC San Diego Foundation will have primary responsibility for all investing operations for the Foundation, reporting directly to the Associate Vice Chancellor (AVC)/CFO. Provide service to the Foundation's Investment Committee and Board. Responsible for carrying out all investment policies as established by the Committee as approved by the Board, in accordance with applicable state and federal law, for endowment, expendable and life income funds. For life income funds, includes the additional duty of providing annual reporting to donors and beneficiaries of these gifts in conjunction with the Office of Gift Planning. Develop, implement, and manage the comprehensive system of endowment investment management and performance reporting for the Foundation. Similar responsibilities for cash management projections and investment of expendable fund and trusts and annuities. Manage adherence to all investment policies, rebalance portfolios, review and recalculate manager performance and monitor benchmarks. Staff the Investment Committee of the Foundation under the direction of the CFO. Assist and guide the Student Foundation in their investment decisions.
Duties encompass both the UC San Diego Foundation and certain UCSD campus related duties that overlap in the administration of endowment and planned gifts. Must work closely with the Controller UC San Diego Foundation and Senior Director Gift Fund Accounting, and Gift Fund accounting staff; Director of Office of Gift Policy and Donor/Fund Stewardship for ad hoc and annual donor reporting on endowment; and Director of Office of Gift Planning. Also must work with external investment managers, consultants, UCOP Director level personnel in the Office of UC Investments. Must assist with all types of analytics and inquiries regarding both Regents-held and Foundation-held endowment for the benefit of the UCSD campus which combined had a value in excess of $2.6 billion as of December 2021 and growing. Includes assisting Student Foundation and mentoring the group on their investment analytics and decisions.

QUALIFICATIONS
Bachelors Degree in accounting, economics, or finance plus 10 years experience in a similar position or an equivalent combination of education and experience. MBA in Finance, CPA or CFA preferred.
Advanced knowledge of finance policies, practices, and systems. Specifically, advanced knowledge and analytical skill in financial markets, investments, returns and performance and all related analytics. Broad knowledge and practical application of modern accounting theory, principles and practices; GASB and IRS regulations knowledge preferred.
Proven advanced level experience and ability to oversee and manage a significant investment portfolio consisting of a variety of asset classes and applying such knowledge to systems design through reporting.
Advanced knowledge of the doctrines, theories, and principals of securities investments and modern portfolio theory, including knowledge of asset types and classifications, valuation techniques, investment manager relations and usual and customary terms of such relationships. Demonstrated in-depth knowledge and understanding of global investment performance reporting standards, terminology, and proven skill in calculating in detail such performance statistics.
In-depth knowledge of the various vehicles used in charitable giving and planned giving, including charitable trusts (all), charitable gift annuities and their licensure; bequests, life estates, and real estate. Practical applied knowledge of trust laws as it pertains to trustees, and principles of trusteeship and the "prudent man rule". Ability to research and interpret laws as necessary to properly administer trusts.
Broad knowledge and demonstrated application of the theories and principles which embody University or public charity endowment (investment, spending, and administration). Knowledge of national endowment reporting standards, publications, and benchmarks.
Advanced knowledge and understanding of internal control practices and their impact on protecting University resources.
Superior ability to prepare and analyze complex financial reports in a clear, concise, and useful manner as a management tool. In depth ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
Proven advanced skill and experience in Microsoft Excel, Word, PowerPoint, and various web applications. Ability to learn Blackbaud Financial Edge Accounting Software and Constituent Management Software.
Proven ability to identify, collect, and analyze information from multiple sources. Advanced critical thinking skills. Proven excellent skill and ability to evaluate and analyze existing systems and methods, as well as investment managers, perform research into alternatives, and propose and implement solutions to enhance performance.
Superior organizational skills. Ability to meet deadlines and manage workload with a variety of projects and assignments, ensuring effective outcome and providing for prioritization of assignments. Meticulous attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment.
Superior verbal, written, and interpersonal communication skills to ensure effective relationships with supervisor, colleagues, staff, Board of Trustees members, high net worth and high profile community and/or nationally recognized individuals, very high level University officials, and campus department administrators. Advanced service orientation and ability to maintain a high level of poise and professionalism in all circumstances.
Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner. Proven ability to respect and maintain confidentiality in all aspects of work behavior.
