This position will work a hybrid schedule which includes a combination of working both onsite at 6333 Greenwich Dr. and remote.

Description

Our Team:The Health Human Resources Labor Relations Team serves a critical role in ensuring UC San Diego Health strategically and effectively navigates a variety of complex issues associated with the negotiation, implementation, and interpretation of several systemwide and local collective bargaining agreements while maintaining outstanding patient care. The University of California currently has systemwide collective bargaining agreements in place with nine unions, with some unions having several collective bargaining units. Our dedicated team provides detailed, timely, and high-quality services in a dynamic fast-paced environment while fostering positive relationships between the unions and University leadership. We provide hybrid work arrangements with the team currently on site three days a week after completing a six-month probationary period and occasional local travel is expected.

The Position:The Labor Relations Specialist is a junior-level salary position serving in a supporting capacity within the Labor Relations team and an individual capacity with an independent case load of fast-paced labor relations matters. The Labor Relations Specialist will provide strategic guidance on interpreting and applying collective bargaining agreements and labor laws, resolve complex issues, and navigate labor-management relations in a highly unionized healthcare environment within the UC San Diego Health and Health Sciences organization.

Skills

The successful candidate must have impeccable attention to detail, excellent organizational skills, and will display the ability to exercise sound judgment in navigating a fast-paced environment in a variety of highly advanced labor relations contexts, including, but not limited to, the following:

  • Independently providing appropriate guidance regarding complex collective bargaining agreement interpretation and application to ensure adherence to contract provisions and applicable labor laws;
  • Advocating on behalf of the University through the grievance process;
  • Ensuring all contractual, legal, and internal deadlines are adhered to and providing appropriate and timely updates to management as needed;
  • Supporting Labor Relations colleagues in local contract negotiations to advance the interests of the organization;
  • Consistently representing the organization in a professional and respectful manner;
  • Collaborating within the organization to obtain relevant information and documents to respond to union and organization requests for information and other inquiries;
  • Comprehending collective bargaining agreements and effectively communicating practical interpretations for management to implement in the work environment;
  • Preparing reports and pulling data regarding the type and frequency of inquiries and solutions;
  • Maintaining adequate records at all times to preserve necessary documentation critical to the defense of the organization in labor contexts; and

Minimum Qualifications

  • Seven years of related experience, education/training, OR a Bachelor’s degree in related area plus three years of related experience/training.
  • Ability to analyze and convey information while defining the problem or objective; identify relevant concerns, patterns or relationships; formulate logical and objective conclusions; and recommend alternatives and their implications.
  • Excellent verbal and written communication skills with varying levels of personnel, including colleagues, managers, and external entities.
  • Ability to maintain a high degree of discretion, integrity, and sensitivity to confidentiality and privacy.
  • Experience with conflict resolution and managing volatile situations/individuals effectively.
  • Strong ability to build effective relationships with individuals at all levels of the organization, and to represent the organization as a professional at all times.
  • Exceptional organizational skills, attention to detail, and the ability to manage competing priorities in a fast-paced, high-volume department.
  • Experience serving in a professional administrative role.
  • Familiarity with case management and Human Resources systems.
  • Experience monitoring and triaging inquiries.
  • Strong PC literacy, including Microsoft Office Suite.

Preferred Qualifications

  • Experience in Labor Relations, Employee Relations, and/or labor/employment litigation role.
  • Experience responding to union grievances and litigation/arbitration, alternative dispute resolution, labor contract negotiations, and/or formal settlement negotiations and drafting.
  • Experience with HEERA/PERB/EEOC/California Department of Civil Rights.
  • Familiarity with healthcare, higher education, and/or unionized environments and the issues unique to these settings.
  • Experience fact-finding and conducting formal investigations within a unionized environment.
  • Experience with UC staff personnel policies/procedures and union contracts.
  • Experience working in healthcare Human Resources.
  • General awareness of legal risk factors associated with federal and state employment and labor laws.

Pay Transparency Act

Annual Full Pay Range: $81,600 - $147,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $39.08 - $70.79

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
