Under the general direction of the CTS Program Director, the Human Services Program Specialist serves as a lead project manager and curriculum development specialist for large-scale human services training contracts supporting statewide and national initiatives. The incumbent is responsible for planning, developing, implementing, and evaluating comprehensive training programs that deliver approximately 1,200–2,000 training days annually and support approximately 40,000 participant enrollments each year.

The Human Services Program Specialist develops and maintains strategic partnerships with county, state, and national human services leaders, contracting agencies, community-based organizations, and subject matter experts to identify emerging workforce and service delivery needs, enhance client outcomes, and support program growth and sustainability. Serving as a primary program representative, the incumbent cultivates collaborative relationships, leads new business and program development efforts, ensures high levels of client satisfaction, and supports contract retention and expansion.

The position provides oversight for curriculum development, ensuring alignment with adult learning principles, evidence-informed practices, and organizational objectives. The incumbent recruits, trains, supports, and evaluates trainers, and curriculum developers; monitors training quality through observations, participant feedback, and program evaluations; and leads cross-functional teams in the development and continuous improvement of learning content across multiple human services program areas, including Aging and Adult Services, In-Home Supportive Services, Behavioral Health, Eligibility, and Employment Services (CalWORKs, CalFresh, and Medi-Cal).

The Human Services Program Specialist collaborates with client organizations and stakeholders to strengthen the transfer of learning to the workplace, promote continuous quality improvement, and ensure training programs effectively address organizational and workforce development goals. Through strategic leadership, stakeholder engagement, and training excellence, the incumbent advances program effectiveness, client success, and organizational impact.


Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • Bachelor’s degree in social work, psychology and/or equivalent experience/training
  • Expertise in at least one Human Services subject area, such as eligibility and employment services, adult services, behavioral health, or other human services program.
  • Experience writing and developing curriculum in the field of Human Services, including applying principles of adult learning and continuing education. Experience using MS Office Suite for Windows (Word, Excel, PowerPoint and Outlook), databases and business tracking systems. Excellent written communication skills, including editing and proofreading skills. Skills to synthesize information and convey it to trainers for the development of course curriculum.
  • Experience with project management, including working independently, establishing priorities, developing and implementing a course of action, monitoring the plan, reviewing and evaluating results.
  • Experience with contract/client management and assessing client needs to appropriately develop new programs/services.
  • Knowledge to analyze program evaluation results and develop recommendations for senior management. Analytical skills to define a problem, identify issues, analyze data and alternative solutions, weigh consequences of solutions and make recommendations and decisions.
  • Interpersonal skills to develop and maintain relationships with diverse and culturally sensitive client bases, including public relations skills to maintain the highest level of customer service and communicate professionally, orally, in writing and before groups.

Preferred Qualifications

  • Experience writing and developing curriculum in Eligibility and Employment Services.
  • Experience with CalSAWS.
  • Experience in collaboration with Behavioral or Public Health.
  • Experience in developing and facilitating meaningful learning content to a diverse and experienced audience.
  • Experience identifying, recruiting, hiring, and negotiating compensation for trainers and speakers.
  • Experience in developing and analyzing lesson plans, course handout materials and training to determine if goals and objectives are met.

Beyond its community-facing role, CPE serves as the internal hub for online education in support of other academic units on the campus.
