Job Description
Provides enterprise level direction and leadership for Release of Information (ROI) and Record Storage functions across all UAB Medicine Enterprise and applicable entities. Ensures alignment of ROI /Record Retention practices with enterprise and local policies, legal and regulatory requirements, and medical record governance standards. Oversees multiple workstreams, including vendor-managed, internal, on-site, and decentralized ROI operations, Record Storage and provides operational leadership for governance activities related to disclosure and documentation accuracy. Collaborates with Compliance, Legal, Privacy, Risk Management and informational Technology to ensure record release processes and Record Storage protect patient privacy and enterprise risk interests.
Key Duties & Responsibilities
Leads and provides oversight of ROI operations and Record Storage conducted internally and by contracted vendors, including the Psych approval and sequestered chart processes. Works collaboratively with the vendor's ROI manager and staff to ensure requests are fulfilled in a timely and accurate manner in compliance with all UAB Medicine policies as well as Federal and State laws.
Monitors vendor performance and compliance with contractual terms, directs corrective action when service or compliance standards are not met, and serves as the enterprise escalation point for ROI related issues.
Ensures UAB Medicine policies procedures related to ROI and Record Retention are current and apply to Federal/State laws.
Develops training materials for both UAB staff and contracted vendor.
Routinely visits the UAB Enterprise entities to ensure compliance. Ensures vendors have access to appropriate technologies and are trained on UAB policies and procedures.
Resolves complex or sensitive release issues, engaging Compliance, Legal, Risk, or Privacy as appropriate.
Provides enterprise-wide oversight and manages of all ROI processes and Record Storage not managed by contracted vendors. Serves as a system escalation point for ROI and Record Retention related inquiries, guidance, and issues.
Oversees subpoena response and and serves as the Custodian of the Medical Record, ensuring appropriate documentation, tracking, and legal coordination. Attends court hearings when the Custodian of Medical Record personal appearance is required.
Develops, implements, and maintains performance and quality metrics related to ROI and Record Storage.
Works with, Medical Records Governance, Compliance, Legal and/or Privacy staff to address ROI and Record Storage-related incidents, and potential OCR complaints.
Oversees and manages the Accounting of Disclosure process.
Coordinates with vendors and Compliance/Privacy staff to ensure accurate documentation of disclosures and maintenance of required logs.
Directs and develops education and training related to accounting of disclosure and logging of requests. Ensures timely onboarding of users into the Accounting of Disclosure system, and verifies compliance with privacy and recordkeeping standards.
Leads assigned workforce and financial resources for enterprise ROI and Record Storage operations.
Manages direct and matrixed staff supporting ROI, Record Storage and disclosure activities across entities, ensuring training, competency, and performance standards are met.
Oversees the operational budget within defined limits and allocates resources to meet enterprise needs efficiently and compliantly.
Performs other duties as assigned.
Qualifications
Associate’ s degree in Health Information Management (HIM) or related field and required; Bachelor's or Master’s degree preferred. Five ( 5 ) years of progressive experience in HIM, including experience demonstrating a graduated level of responsibility and scope with (3) year ROI supervisory experience preferably in a vendor environment. Enterprise or multi-entity experience preferred. Extensive knowledge of Federal and State Law s governing the disclosure of health information required.
Licenses / Certifications / Registrations
Active RHIA or RHIT certification required
