Summary

This position is part of the National Archives and Records Administration, The Office of Information Services is responsible for the overall success of the Information Technology (IT) program for National Archives and Records Administration (NARA). Information Technology is involved in every facet of NARA including program and administrative activities.

Duties

Help

As a Supervisory Information Technology Specialist, you will:

  • Provide oversight, management, and guidance for fully integrating and maintaining IT operational systems to provide a seamless IT experience to NARA employees.- Lead projects to support infrastructure changes, build new capabilities and products for customers, and execute program management functions (including strategic planning, budgeting, project execution, etc.)
  • Participate with senior executives in developing and implementing major IT policies and services. Operational areas affected by IT Operations include but are not limited to monitoring and applying advanced troubleshooting techniques to identify and resolve IT infrastructure and employee IT issues to improve the performance and quality of IT services provided to employees and customers and developing innovative IT solutions in support of the NARA mission.
  • Study, review and analyze IT strategic and tactical operations to determine current and future agency mission requirements
  • Maintain personal contacts with senior-level management officials, equivalent stakeholders, contractors, and the public.
  • Direct, coordinate, or oversee work of subordinate supervisors, IT staff, and/or leaders.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Designated and/or Random Drug Testing may be required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

  • Developing and interpreting policies, procedures, and strategies for planning and delivery of IT services; AND
  • Applying technical knowledge on IT infrastructure and cybersecurity to provide oversight, management, and guidance for fully integrating and maintaining IT operational systems; AND
  • Developing and implementing strategic roadmap for providing innovative information technology products and services.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
