Duties

Duties And Responsibilities

  • Serves as the focal point on civil service Title 5 and Title 38 recruitment and placement initiatives. Provides the full range of position recruitment and placement services, policy interpretation, and alternative planning objectives to senior IHSC officials as needed; and provides the agency perspective through advice, guidance, options, and courses of action involving position recruitment and placement programs.
  • Delivers the full range of human resources services for civil service in recruitment and placement, staffing, position classification and management, performance management, awards, policy, onboarding, timekeeping coordinator, special pay and training sufficient to evaluate and make recommendations concerning overall plans and proposals for complex division projects and to develop, interpret, and analyze data extracts and reports from automated IHSC and HR databases and/or develop the most efficient and effective approaches for management.
  • Incumbent collaborates with senior IHSC officials, ICE HR and DHS HR officials related to employee and labor relations, ethics, national recruitment, position management, recruitment, special pay, employment law, training, public health service recruitment and staffing and policy.
  • Develop and/or modify human resources products, work methods, approaches or procedures for delivering high quality services. Builds relationships and provides responsive, professional, detail-oriented and follow-through customer service to IHSC staff and stakeholders.
  • Interprets and applies principles, practices, and criteria to address the program areas issues/concerns.
  • Expertise and complete ability to write and verbally convey highly complex and technical correspondence on behalf of CoA. Thorough knowledge of various automated personnel data and information systems, with the ability to access, transmit, retrieve and manipulate information related to personnel policies, automated tools and personnel actions.
  • Provides oral and written advice and assistance to managers on the interpretation and application of OPM, DHS and ICE policy, procedures, and other related laws and regulations
  • Leads special assignments/projects or comprehensive studies.
  • Represents CoA in senior level meetings and consultations as needed

  • Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
  • ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
  • Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Qualifications

PHYSICAL DEMANDS:

  • The work is sedentary. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.

Education

Required Knowledge, Skills, And Abilities

  • Qualifying degree for the officer's category and an advanced degree (e.g., M.A. or M.S.) from an accredited institution plus a minimum of five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration and evaluation of civil service and public health service staffing and recruitment.
  • If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.

Additional Information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration (DAD ADMIN). This is a non-supervisory position, and the incumbent reports directly to the IHSC Chief of Administration (CoA).

As the Personnel Management Officer, the incumbent supports the CoA by assisting with the day-to-day Human Capital activities for more than 1,600 employees including U.S. Public Health Service (USPHS) Commissioned Officers, federal civil servants and contract staff.

IHSC provides direct care daily to approximately 15,300 detainees housed at 20 designated facilities throughout the nation. The health care provided includes medical, dental and mental health care, and public health services. IHSC provides medical case management and oversight for an additional 22,600 detainees housed at approximately 112 non-IHSC staffed detention facilities daily across the country. In addition, IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, surpassing 400,000 detainees annually. IHSC provides medical support during ICE enforcement operations in the air, on the ground and at sea.

Supervisory Controls

Incumbent reports to the IHSC Chief of Administration.

The employee receives very general direction from the Chief of Administration, who outlines assignments and projects, establishes timeframes, and provides general guidelines for completion of work. The employee independently develops work plans for the accomplishment of assigned objectives, carries out, assignments and advises the supervisor of changes, precedent setting, or controversial issues.
