Summary

You will serve as a MANAGEMENT & PROGRAM ANALYST in the Business and Strategic Planning Department of PORTSMOUTH NAVAL SHIPYARD.

Help

  • You will provide quality control review of personnel actions.
  • You will assists position manager with organizational and manpower data to internal and external stakeholders.
  • You will assist management in planning and implementing management studies and analysis.
  • You will provide analysis services for the Position Management Program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.

Qualifications

To qualify for the GS-09:

Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-07 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following

  • Experience maintaining, compiling, researching, and preparing statistical data and reports.
  • Experience applying management and analysis methods, theories, techniques, and procedures by gathering data and analyzing statistics to propose sound recommendations/conclusions.
  • Experience planning and organizing work to meet deadlines.
  • Experience creating reports, presentations, and graphs to express information and suggest improvements/changes in management procedures.
  • Experience explaining observations through oral and written communication in a comprehensive manner.

To qualify for the GS-07:

Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-05 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following

  • Experience assisting in maintaining, compiling, researching, and preparing statistical data and reports.
  • Experience applying management and analysis methods, theories, techniques, and procedures by gathering data and analyzing statistics.
  • Experience assisting in planning and organizing work to meet deadlines.
  • Experience creating reports, presentations, and graphs to express information.
  • Experience explaining observations through oral and written communication in a comprehensive manner.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR

For the GS-07

Successful completion of one full year of graduate level education

OR

Superior academic achievement

OR

A combination of both education and experience.
