Summary

You will serve as a HUMAN RESOURCES SPECIALIST in the USFF HR SERVICES BRANCH (CODE 1102.6) of PORTSMOUTH NAVAL SHIPYARD.

Duties

Help

  • You will be responsible for administering, planning, developing and carrying out the full range of duties regarding the functional areas of Employee Benefits, Workforce Development, Performance Management and Leave Administration.
  • You will review, analyze, and interpret injury compensation standards established by Congress and Dept. of Labor.
  • You will administer the Leave Administration Program in accordance with applicable rules, regulations, instructions and guidance.
  • You will monitor and report progress of work and conveys team findings and recommendations to Supervisor.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

GS-0201-12

Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-11 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following

  • Experience developing and refining HR methods and procedures to ensure compliance with federal regulations and deliver efficient and effective HR service delivery.
  • Experience utilizing knowledge and skill in Workforce Development using CFR, OPM guidelines, DOD and DON instructions, and other respected training organizations/entities.
  • Experience serving as a strategic and technical resource to management and other HR Specialists on difficult or controversial issues.
  • Experience communicating labor relation policies and procedures to management and staff of the local organization.

Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-09 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following

  • Experience applying a wide variety of HR laws, regulations, policies, and concepts including workforce programs to develop training and prepare internal policies instructions.
  • Experience in conducting research and determining appropriate application of laws, regulations, policy, or other directives and interpretative instructions for use in assigned HR action.
  • Experience utilizing various database systems and computer applications to query, retrieve, and analyze information in order to complete assignments.
  • Experience writing clear and concise explanations of policy, regulations, decisions documents etc. for various audiences.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Education For GS-11 Position

  • Ph.D. or equivalent doctoral degree, or
  • 3 full years of progressively higher level graduate education leading to such a degree, or
  • LL.M., if related
