Summary

You will serve as a CHEMIST in the Laboratory Quality and Accreditation Office (Code 1561), Quality Performance Control Division (Code 1560), Naval Shipyard Support Office (Code 1500), at Norfolk Naval Shipyard (NNSY) of NORFOLK NAVAL SHIPYARD.

Duties

Help

  • You will sample and analyze instrumentation in order to interpret data from materials testing and environmental investigations with a wide variety of investigations and programs.
  • You will plan, review, and report routine and non-routine sampling and testing programs.
  • You will use instruments such as mass spectrometers, mercury analyzers, infrared spectrophotometers, gas chromatographs, ion chromatographs, etc.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience demonstrating knowledge of analytical, organic, inorganic and physical chemistry and statistics.
  • Experience demonstrating knowledge of general requirements for the competence of testing and calibration laboratories, ISO/ IEC 17025.
  • Experience utilizing quality assurance and quality control procedures and requirements specifically ISO 9000 and ISO 17025.
  • Experience applying chemical principles to assigned projects where precedents are not directly applicable.

GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying current environmental chemistry and materials test methods, standards and practices in quality control, including local and corporate policies and procedures.
  • Experience planning and executing laboratory audits and assessments including the review of quality control procedures, data and review of quality documents.
  • Experience providing technical support for various navy environmental investigations.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

  • Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

  • Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
