Summary
This position is the primary Medical Center representative to State Transportation Departments - regional governmental agencies and local agencies/transportation providers to develop a network of transportation resources for VA beneficiaries through collaborative agreements and Memorandums of Understanding. This position serves as the Mobility Manager at the facility level. The position reports to the Chief of HAS who reports to the Associate Director and advises the VTP Board of Directors.
Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 05/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Duties
- Duties include but are not limited to: Managing the Veteran Transportation Program and services provided at the V AMC by planning - developing - evaluating - marketing and directing administrative activities in multiple programs related to the transportation systems Working with other services within the VAMC - including - but not limited to: Business Office (HAS) - Fleet Management - Medicine Service - Social Work Service - Nursing - Voluntary Service - Primary Care - Mental Health - and Rehabilitation Developing - analyzing - evaluating - advising on - or improving the effectiveness of work methods and procedures - manpower utilization - distribution of work assignments - delegation of authority - management controls - information and documentation systems - and similar functions of management
- Interpreting and implementing VHA Chief Business Office VTP policies and procedures pertaining to transportation among the multiple programs at the VAMC Acting as the advisor to VAMC leadership and mangers and the Veterans Transportation Program regarding VHA directives and policy Assessing efficiency and customer satisfaction - including scheduling of activities - daily monitoring of the operations of the programs - measuring outcome of services provided by reviewing and analyzing data Routinely reviewing beneficiary travel reports generated by the Corporate Date Warehouse (COW)/Behavior Audit system Making recommendations for improved transportation efficiencies and effectiveness - reviewing patient satisfaction surveys - performance measures and operational costs
- Assuring and managing all patient transportation matters at the Medical Center level to ensure policy and protocols are routinely followed Developing management plans - procedures - V AMC policy memorandums - Standard Operating Procedures and methodology at the Medical Center Participating in complex and special studies for and/or recommends changes for improvements in work methods - policy and procedures at the V AMC Developing procedures and systems for establishing - operating - and assessing the effectiveness of Beneficiary Travel - Special Mode - VTS - and Highly Rural Transportation Grant systems of operation Analyzing and evaluating transportation functions and activities being considered for conversion to contract operations Identifying resources (funding - equipment facilities) required to support varied level of program operations - including community - regional - state and other federal transportation programs and resources
