Summary

The Deputy ACOS - Behavioral Health plans - implements - directs - provides clinical and administrative oversight to Behavioral Health activities - including requirements for staff - budget - equipment - and supplies. This individual is expected to effectively handle supervisory responsibilities and programmatic oversight to provide patient centered care across diverse Behavioral Health programs to meet or exceed expectations from within and outside the medical center.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements

  • Education
  • Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
  • Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
  • A doctoral degree in social work may not be substituted for the master's degree in social work
  • Licensure
  • Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level
  • Exception
  • VHA may waive the licensure or certification requirement for persons who are otherwise qualified - pending completion of state prerequisites for licensure/certification examinations
  • This exception only applies at the GS-9 grade level
  • For the GS-11 grade level and above - the candidate must be licensed or certified
  • At the time of appointment - the supervisor - chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification - including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
  • Grade Determinations: Experience/Education
  • One year of experience equivalent to the GS-12 grade level
  • Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment
  • Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship - or equivalent supervised professional experience
  • Licensure/Certification
  • Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level - and must be able to provide supervision for licensure Demonstrated Knowledge - Skills - and Abilities
  • In addition to the experience above - the candidate must demonstrate all of the following KSAs: Ability to independently organize work - set priorities - and meet multiple deadlines
  • Skill in a range of supervisory duties which includes clinical supervision - consultation - negotiation with other departments and quality improvement
  • Ability to ensure provision of clinical social work services by supervised social workers
  • Ability to delegate authority - manage priorities - coordinate work - and follow up on pending issues to complete duties in an accurate and timely fashion
  • Ability to analyze organizational and operational problems - develop and implement solutions that result in efficient operations - and use data effectively to manage workload - quality - performance - and productivity within the service

  • The full performance level of this vacancy is GS-13
  • Physical Requirements: The position is primarily sedentary - with some bending - walking and stooping required
  • This position requires the ability to read printed material and distinguish colors - such as reading computer screens and the ability to accurately perceive depth so as to move around work space safely and to appropriately make contact with patients and staff.

  • Has direct administrative supervision of staff: Psychiatrists - Psychologists - Social Workers - Nurses - Nurse Practitioners - Addiction Therapists - Trainees within the Mental Health Service Specifically - the incumbent has the supervisory responsibilities noted above - with additional responsibilities that include: a
  • Management of Human Resource aspects of assigned Behavioral Health operations - including hiring and disciplinary action - Labor/Management relations - performance appraisals - and professional boarding procedures for various disciplines

  • Primary responsibility for assigned aspects of administration within Behavioral Health Service and in the relationship to the Veterans Affairs Medical Center at large
  • c
  • Monitors and reports to facility and VISN leadership regarding status of Behavioral Health Performance Measures for the Medical Center - with preparation and implementation oversight for any corrective actions necessary
  • Other Administrative/Supervisory Responsibilities Consults with and serves as a resource for other service lines and facility leadership concerning the need for the development of mental health services
  • Assists the ACOS - Behavioral Health in administrative oversight for the development of newly funded programs
  • Assists the ACOS - Behavioral Health in coordinating a mental health response in the event of critical occurrences of violence at the facility - disasters - and/or mass casualty occurrences
  • Develops responses to controlled correspondence at the Medical Center - VISN - and VACO levels - inclusive of responding to elected representatives and the OIG Hotline concerning patient care and other matters of public interest
  • Stretch assignments as delegated that include: Acting ACOS - Behavioral Health Service Clinical duties The employee will provide treatment for beneficiaries with general mental health disorders in a variety of treatment settings - including tele-mental health
  • The employee must be skilled in treating mental health disorders
  • The employee will ensure accreditation requirements are met including reviewing checklists compliance for JCAHO and CARF and/or HAP
  • The employee shall document patient care in the patient chart via the Computerized Patient Record System (CPRS)
  • Training regarding the use of CPRS will be provided by the VAMC
  • All Documentation shall be completed in accordance with VA policy and procedures
  • The documentation requirements are noted in the clinical pertinent reviews given to each employee
  • The employee shall follow all VA guidelines regarding infection control and safety
  • The employee will be assigned to treatment teams and adhere to team meeting responsibilities
  • The employee will adhere to all quality management performance measures which will be reviewed monthly through peer reviews
  • Work Schedule: Monday - Friday - 8:00am-4:30pm Pay: Competitive salary and regular salary increases
  • When setting pay - a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade)
  • Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave - 13 days of sick leave - 11 paid Federal holidays per year)
  • Selected applicants may qualify for credit toward annual leave accrual - based on prior [work experience] or military service experience
  • Parental Leave: After 12 months of employment - up to 12 weeks of paid parental leave in connection with the birth - adoption - or foster care placement of a child
  • Child Care Subsidy: After 60 days of employment - full time employees with a total family income below $144 -000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66
  • Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
