Summary

This position serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities - including patient transport - Special Mode Travel (SMT) - mileage reimbursement claims - transportation contracts - 911 ambulance claims - inter-facility transfers - and common carrier transportation.

Qualifications

To apply for this position - you must have the following qualifications: English Language Proficiency - In accordance with 38 U.S.C. 7402(d) - No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. -AND- For GS-11: EXPERIENCE: Possess one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given the applicant the particular knowledge - skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist. Mobility Manager - experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision - instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title - duties - month and year start/end dates AND hours worked per week. -OR- For GS-11: EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. - if related - with a major study in accounting - business administration - business or commercial law - commerce - economics - engineering - finance - industrial management - statistics - traffic management - transportation - motor mechanics - or other fields related to the Supervisory Mobility Transportation Specialist. Mobility Manager position. Such education must demonstrate the knowledge - skills - and abilities necessary to do the work of the position. Education cannot be credited without documentation. -OR- For GS-11: COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience - as described above - may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge - skills - and abilities necessary to do to the work of the position such as accounting - business administration - business or commercial law - commerce - economics - engineering - finance - industrial management - statistics - traffic management - transportation - motor mechanics - or other fields related to the Supervisory Mobility Transportation Specialist -Mobility Manager position. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Physical Requirements: The work is primarily sedentary - although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a Veterans Affairs (VA) Medical Center. Duties

  • ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The position supervises/ensures the Veterans Transportation System (VTS) and Beneficiary Travel (BT) processes comply with regulatory guidance - while assuring program effectiveness
  • They serve as the Contracting Officer Representative for all transportation contracts - including common carrier - Special Mode - ambulance - and air ambulance
  • The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care
  • Major duties include but are not limited to: Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area
  • Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes
  • Plans - develops - evaluates - markets and directs key administrative activities in multiple programs related to transportation system for Veterans - active duty service members - Caregivers and others in metropolitan and rural/remote rural areas - especially those which are disabled - frail - elderly or receiving life dependent treatments (dialysis - chemo therapy - radiation therapy - etc.)
  • Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures
  • Identifies resources (staffing - funding - equipment - facilities) required to support varied level of program operations
  • Manages transportation budget - analyzes organizational budgets - and provides advice and recommendations to Medical Center management - as appropriate - including critical budget areas and all Transportation program matters
  • Serves as Contracting Officer Representative for all transportation contracts - including common carrier - special mode - ambulance - and air ambulance
  • Provides consistent and effective outreach to community transit authorities
  • Coordinates the preparation and submission of recurring monthly - quarterly and annual performance improvement reports - management briefings - summaries - and a wide variety of nonrecurring reports
  • Assures performance measures and standards issued by various accrediting - regulatory - and higher agency authorities
  • Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff
  • observes and evaluates employees' performance
  • provides advice - counsel - and instruction to employees on both work and administrative matters
  • hears and resolves minor complaints and grievances
  • reviews - approves or disapproves leave requests
  • adjusts work procedures among staff according to workload - etc.
  • Assures that all transportation staff obtains and maintains appropriate licenses - certifications and training appropriate for each position
  • and - Performs other related duties as assigned
  • Work Schedule: Full-time
  • 7:30am - 4:00pm
  • The work schedule is subject to change to meet the needs of Veterans and/or the Medical Center
