Qualifications

Mobility Manager - experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision - instruction/counsel to employees. Duties
- ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The position supervises/ensures the Veterans Transportation System (VTS) and Beneficiary Travel (BT) processes comply with regulatory guidance - while assuring program effectiveness
- They serve as the Contracting Officer Representative for all transportation contracts - including common carrier - Special Mode - ambulance - and air ambulance
- The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care
- Major duties include but are not limited to: Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area
- Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes
- Plans - develops - evaluates - markets and directs key administrative activities in multiple programs related to transportation system for Veterans - active duty service members - Caregivers and others in metropolitan and rural/remote rural areas - especially those which are disabled - frail - elderly or receiving life dependent treatments (dialysis - chemo therapy - radiation therapy - etc.)
- Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures
- Identifies resources (staffing - funding - equipment - facilities) required to support varied level of program operations
- Manages transportation budget - analyzes organizational budgets - and provides advice and recommendations to Medical Center management - as appropriate - including critical budget areas and all Transportation program matters
- Serves as Contracting Officer Representative for all transportation contracts - including common carrier - special mode - ambulance - and air ambulance
- Provides consistent and effective outreach to community transit authorities
- Coordinates the preparation and submission of recurring monthly - quarterly and annual performance improvement reports - management briefings - summaries - and a wide variety of nonrecurring reports
- Assures performance measures and standards issued by various accrediting - regulatory - and higher agency authorities
- Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff
- observes and evaluates employees' performance
- provides advice - counsel - and instruction to employees on both work and administrative matters
- hears and resolves minor complaints and grievances
- reviews - approves or disapproves leave requests
- adjusts work procedures among staff according to workload - etc.
- Assures that all transportation staff obtains and maintains appropriate licenses - certifications and training appropriate for each position
