Summary

Supervisors are found in Complexity Level 1 (High Complexity) facilities - or in facilities of lesser complexity levels where expanded services are performed. Monitor and modify clinical program development and resources (e.g. - personnel - space - equipment - and supplies) - in order to ensure that the objectives of treatment and delivery of care have been achieved. Ensure that best practices and procedures are implemented and utilized.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • English Language Proficiency
  • Kinesiotherapist candidates must be proficient in spoken and written English to be appointed as authorized by [38 U.S.C.
  • 7403 (f).] Education
  • (1) A bachelor's degree [or higher from a program accredited by the Commission on Accreditation of Allied Health Education Program - with a concentration/emphasis in kinesiotherapy
  • OR (2) A bachelor's degree or higher with a concentration/emphasis in kinesiotherapy or exercise science related field and registered as a kinesiotherapist in good standing with the COPSKT
  • OR (3) A master's degree or higher with a degree in exercise science - kinesiology - human performance or a related field - which has been approved by COPSKT and a certificate verifying completion of a Center of Excellence (COE) Kinesiotherapy clinical training program
  • The completion of the certificate ensures that COPSKT has approved the degree program as part of the application process for the COE internship
  • Registration
  • All applicants must be registered in kinesiotherapy in good standing with the COPSKT
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
  • Supervisory Kinesiotherapist - GS-13: Experience
  • One year of experience equivalent to the next lower grade level
  • Demonstrated Knowledge - Skills - and Abilities
  • In addition to the experience above - the candidate must demonstrate all of the following KSAs: (a) Ability to supervise - motivate - and effectively manage staff by organizing work - setting priorities - and delegating tasks and setting responsibilities
  • (b) Ability to disseminate appropriate information through various media as a consultant or mentor
  • (c) Skill in interpersonal relationships in dealing with employees - other team leaders - and managers
  • (d) Knowledge of specialized programs and the ability to perform the administrative duties of special programs and/or components of a kinesiotherapist section
  • (e) Knowledge of decision-making principles necessary to adjust programs on a day to day basis - to develop short term and long range goals - and/or to plan for future utilization of human resources - and the reassignment of staff to enhance/develop the value of existing or new programs
  • Assignment
  • For all assignments above the full performance level - the higher-level duties must consist of significant scope - complexity (difficulty) - and range of variety - and be performed by the incumbent at least 25% of the time

  • Monitor and modify clinical program development and resources (e.g. - personnel - space - equipment - and supplies) - in order to ensure that the objectives of treatment and delivery of care have been achieved
  • Ensure that best practices and procedures are implemented and utilized
  • The supervisory kinesiotherapists monitor evaluation - treatment - encounter data - collect and report workload and other required statistical data - and patient documentation practices using current research and/or studies to assure delivery of quality care
  • Supervisors are responsible for providing administrative supervision for planning - directing - organizing - coordinating - implementing - controlling and evaluating the overall administrative operations and clinical procedures - guidelines and protocols of the department
  • Supervisory kinesiotherapists identify and recommend continuing education and training needs for the kinesiotherapy staff
  • Monitor and approve or disapprove training and leave requests
  • Evaluate the work performance of subordinates - provide feedback to employees - and annual written performance appraisal evaluation
  • The supervisors develop and update performance evaluation standards and functional statements - making recommendations for appointments - awards - advancement - and when appropriate - disciplinary actions
  • Recruit and select candidates for hiring - recommending promotions - reassignments - or other personnel changes to higher level management
  • Resolve grievances and appeals that have been elevated through the chain of command to the supervisory level
  • Preferred Experience: Minimum of 5 years of experience in leadership - management - coordination and/or supervision and professional knowledge of current rehabilitation practices of a multiple disciplinary team (to include but not limited to: PT - KT - OT - Recreation Therapy - Creative Arts - Physiatry - Speech - etc.) with progressive leadership experience
  • Experience promoting - coordinating and/or performing evaluations for patients with acute and/or chronic injuries - to include preventive mental health and physical health for age ranging from 18 to older
  • Experience and/or knowledge in patient care through telerehabilitation technology advancements
  • Experience and expertise to work with OEF/OIF service members and/or veterans and families who are experiencing a wide range of complicated mental - emotional - behavioral - physical - psychosocial - and environmental problems
  • providing advice and counseling
  • resolving complaints and enhancing customer satisfaction
  • Experience serving on committees - work groups - and task forces
  • preparing program reports - presenting briefings - findings and recommendations
  • setting priorities - assigning tasks - coordinating operations - meeting deadlines
  • reviewing policies and developing procedures
  • Experience in understanding and implementation of data systems to track service activities including visits - referrals - patient demographics - equipment utilization - budget - resources needs - patient satisfaction - clinical guidelines - protocols and monitoring performance and outcome measures
  • Experience providing guidance to staff - and knowledge in planning and directing recruitment - orientation - competencies - assessing training needs - assignment of work

  • The full performance level of this vacancy is GS-13
  • Physical Requirements: Should have the ability to perform repetitive physical activities: Up to 4-6 hours of the following: sitting - walking - standing - twisting - bending - stooping - reaching - reaching overhead - grasping and pinching with hands and fine manipulation - such as typing/keyboarding
  • Up to 1-2 hours of the following: straight pulling - puling hand over hand - pushing - climbing and kneeling
  • Frequent/Occasional Travel: The position may require occasional travel away from the primary duty station to visit other VANTHCS- PM&R Community Based Outpatient Clinics for meetings - conferences - training - management - other
  • Must be able to obtain and maintain a VHA issued Driver License to operate a government vehicle
  • Travel may require the transportation of Protected Health Information.

Duties

  • Duties are but not limited to: The Supervisory Kinesiotherapist provides direct supervision to diverse rehabilitation staff (OT - PT - KT) in the Community Living Center (CLC) - the Comprehensive Integrated Inpatient Rehabilitation Program (CIIRP) - the Amputee Specialty Program (ASP) - Home Based Primary Care Program (HBPC) and Medical Foster Home (MFH) programs
  • The programs indicated provide services in many specialty programs such as: Inpatient Intensive Rehab - Long Term Care short stay rehab - hospice and palliative care - CIIRP Post discharge clinic - geriatric - neurology - amputation - pain management - spine care - cognitive and psychological impairments - Mental health/PTSD management
  • and acute and chronic medical - surgical and neurological impairments and home care
  • Additional responsibilities include oversight and administrative management of all patient care services (nursing - psychologist - social worker - physician - etc.) provided in CIIRP program
  • He/she plans - develops - monitors - and evaluates effectiveness of new and existing patient care programs - and is responsible for the outcomes and level of work performed
  • Incumbent works under the general direction of the Chief of PM&R Service
  • Supervisory role includes supervision of Rehabilitation Coordinators - Lead Therapists - Staff Therapist - trainees - volunteers and others
  • Supervises administrative staff in the absence of the PM&R Chief and/or Administrative Officer (AO)
  • Works with supervisors from other disciplines to coordinate and develop specific programs service goals
  • He/she is responsible for developing specific goals and procedures and directing therapy services in such a manner as to make optimal use of the staff - resources and space to provide therapy services according to the individual needs of patients and other customers
  • Work Schedule: Monday- Friday 8am- 4:30pm
