Summary

The position is in the Accounting and Voucher Audit section of Fiscal Service and performs professional and technical accounting work and provides advisory financial services. The position has primary responsibility for establishing and maintaining a complex integrated system of financial system and services which contributes to the effective management control over the facility operations. These services include financial accounting - internal controls - voucher audit - and financial analysis.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 06/15/2026. Individual Occupational Requirements (IOR). You must possess one of the following: Degree: Accounting degree or a degree in a related field such as business administration - finance - or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting - or an equivalent combination of accounting experience - college-level education - and training that provided professional accounting knowledge. The applicant's background must also include one of the following; a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or b. A certificate as Certified Public Accountant or a Certified Internal Auditor - obtained through written examination; or c. Completion of the requirements for a degree that included substantial course work in accounting or auditing - e.g. - 15 semester hours - but that does not fully satisfy the 24-semester-hour requirement of paragraph A - provided that (a) the applicant has successfully worked at the full performance level in accounting - auditing - or a related field - e.g. - valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth - depth - currency - and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting - the applicant's education - training - and experience fully meet the specified requirements. NOTE: A copy of your transcripts or certification is required based on what document you are using to meet the basic requirement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Experience in the management of accounting and financial systems - knowledge of the budgetary process and how it intersects with accounting - requirements of financial reporting and financial data analysis; Experience providing accounting advice using policies - and regulations; Extensive technical experience using Accounting Systems; Experience in preparing and coordinating financial audits Experience in collecting and analyzing accounting and financial information to recommend or develop efficient use of resources and procedures - provide strategic recommendations and maintain solutions to business and financial problems. Duties

  • Follows Generally Accepted Accounting Principles (GAAP) to identify problematic areas
  • Reconciles General Ledger and subsidiary accounts
  • Coordinates data with other services and provides professional technical accounting advice and assistance
  • Reconciles monthly work in process - patient funds - suspense - matching and general ledger accounts and reports out of balance conditions
  • Performs reporting and effectively communicates findings with various managers and supervisors from differing fields and educational levels
  • Complies - prepares - and verifies detailed reports on a timely basis with informative reporting that discloses all essential financial facts
  • Analyzes general ledger data for accuracy and timeliness
  • Trains and provides corrective updates
  • Communicates closely and monitors revenue - facilities - and logistics staff in reconciling fixed assets - accounts receivable - and other reports
  • Performs written action plan responses in a coherent - understandable manner & format
  • Responses are communicated to manager/leaders across VHA with answers to questions being provided promptly and without argument
  • Processes data entries in an accrual-based system encompassing a full range of assets - liabilities - and expenses
  • Analyzes various trust - asset - appropriations - and classification to assure Financial Management System accuracy
  • Tracks through a series of transactions and erroneous general ledger and system entries for error isolation and corrective actions
  • Test accounting data and ensures a system of compliance is in place
  • Audits areas in the accounting unit and validates supporting documentation to ensure audit trail presence
  • Computes and enters bad debt allowance and other GAAP requirements
  • Reviews - tracks - and monitors technical aspects of an accrual based electronic system of record
  • Analyze and provides responses and/or recommendations for out of balance conditions
  • Work Schedule: Monday - Friday - 8:00am - 4:30pm (subject to change based on facility needs) Telework: This position may be authorized for telework
