- (1) A master's degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP)
- If the applicant's degree was granted prior to July 1 - 2017 - the program must be accredited by the Council on Rehabilitation Education
- OR (2) A master's degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body accredited by Council for Higher Education Accreditation (CHEA)
- OR (3) A master's or doctoral degree in a related field of study with course content that emphasized rehabilitation - counseling - disability - therapy - health - employment - wellness - or human development from a college or university accredited by a national or regional accrediting body accredited by CHEA
- OR (4) Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC)

- Grade Determinations: Rehabilitation Counselor (Coordinator) - GS-12 (1) Experience
- Completion of one year of professional experience at the next lower grade level directly related to the position being filled
- (2) Demonstrated Knowledge - Skills and Abilities (KSAs)
- In addition to meeting the experience or educational requirements for this grade level - the candidate must demonstrate all of the following KSAs: (a) Ability to address complexity of psychosocial rehabilitation factors and deliver timely and high-quality outcomes consistent with statutes - regulations and policies
- (b) Theoretical and practical knowledge of a range of rehabilitation service delivery systems for the administration and management of a clinical rehabilitation program
- (c) Ability to initiate and lead interdisciplinary groups of staff utilizing sound judgement and decision-making to improve customer service while delivering Veteran-focused and outcome-oriented health care
- (d) Knowledge of applicable accreditation bodies and standards to ensure long-term compliance
- (e) Knowledge of business administration practices such as managing participant payroll - accounting - billing - marketing - workforce development (vocational - educational and placement of Veterans) services and/or customer service to successfully operate a rehabilitation employment program

- The full performance level of this vacancy is GS-12.
- Duties include - but are not limited to the following: Functions within VRS as part of the team responsible for leading the delivery of essential and available services targeted towards vocational development and/or hardening (a highly structured - goal-oriented - individualized treatment program designed to return a person back to work)
- Leads VRS staff in facilitating rehabilitative processes with Veterans referred to the VRS CWT Programs
- Mentors VRS staff in the development of knowledge and skill to provide individualized comprehensive vocational assessments - testing - job analysis - site development / modification recommendations - training programs - discharge planning - etc
- Guides VRS staff use of individualized behavior modification techniques and counseling strategies to address physically disabled - chronic and/or SMI Veteran's vocational preparation - integration and stabilization while assessing case management outcomes to determine if increased levels of functioning and job placement / stability result as desired
- Monitor VRS staff site visits at CWT Job Sites along with terms of CWT Employer Memorandum of Understanding (MOU) to ensure compliance to outlined plan - techniques and procedures of accommodation and fiscal performance being timely
- Ensures Individualized Vocational Rehabilitation Treatment Planning is completed timely and in collaboration with the Veteran - Treatment Team - and other relevant stakeholders
- Leads VRS staff to learn and utilize individualized and targeted counseling methods - treatment modalities - and job placement alternatives that are aligned to the specific needs of Veterans
- Trains VRS staff to assess and use knowledge of disabilities common to Veterans in need of accommodation - work tolerance flexibilities - or increased motivation
- Assists Program Coordinator for MH Recovery by compiling and reporting data (using quantitative / qualitative methods) from service delivery for Vocational Rehabilitation Services programs (i.e.: CWT-TW - CWT-SE - CWT-CBES - CWT-TR - Vocational Assistance - etc.) Assists in maintenance of accounting controls - billings - payroll - pay records management - etc

Salary : $89,508 - $116,362
