Summary
The incumbent serves as the Purchasing Agent for the Prosthetics & Sensory Aids Service (PSAS) at the Fredericksburg Health Care Center throughout the Central Virginia VA Health Care System catchment area.
Qualifications
For GS-5: Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level of GS-4 in the Federal Service - that is directly related to the work of the position and has equipped me with the particular knowledge - skills and abilities to successfully perform the duties as Purchasing Agent. Qualifying specialized experience includes performing administrative duties in a healthcare setting; reviewing and working with patients' medical records; completing training or assisting in routine and complex specialized purchases for clinics including medical equipment - prosthetic and orthotic appliances; utilizing computer software programs; and communicating with internal and external customers via various methods. OR Possess the successfully completed four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. (This education must have been obtained in an accredited business - secretarial or technical school - junior college - college - or university.) OR Possess the equivalent combinations of successfully completed post-high school education beyond two (2) years and specialized experience as described above that demonstrates the ability to perform the duties of this Purchasing Agent position. OR For GS-6: Possess at least one (1) full year of specialized experience equivalent to the GS-5 grade level in the Federal Service that has equipped me with the particular knowledge - skills and abilities to successfully perform the duties of a Purchasing Agent. Qualifying specialized experience includes interpreting prescriptions and requests for medical equipment and services; maintaining regular contact with vendors - contractors - medical center professionals and staff; utilizing a variety of databases and computer systems; purchasing equipment - supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports. Duties
- ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Performs procurements within the simplified acquisition threshold through competitive open market procedures or by placement of an order or blanket purchase agreement under a General Services Administration (GSA) Federal Supply Schedule (FSS) contract
- Makes purchases of equipment - commodities and services using standard methods
- Determines any additional information needed to support or complete purchase requests
- Coordinates with requesting offices to obtain additional information determined necessary to support or complete purchase requests
- Determines if requests or portions thereof can be met from Government sources
- Determines appropriate commercial sources and extent of competition required
- Determines methods of solicitation and prepares synopses for Commerce Business Daily
- Identifies situations warranting vendor on-site orientations or conferences for prospective vendors prior to submissions of quotations
- Solicits competitive offers and actively seeks new sources and potential vendors
- Evaluates responses to bids and requests for proposals and documents all recommendations and actions
- Compiles statistics and prepare reports on purchasing activities and prepare purchase award documentation
- Performs other similar duties as assigned

Salary : $46,610 - $67,543
