Summary

Medical Support Assistant (MSA) is a foundational role within the outpatient and Mental Health Clinics - to include the Community Based Outpatient Clinic (CBOC) and Health Care Centers (HCCs). The incumbent serves as an Advanced Medical Support Assistant in either a Specialty Clinic or Mental Health clinic. This position will be located in Salisbury - NC VA Medical Center.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements

  • High school diploma - General Education Development equivalency certificate - or proficiency certificate from a State or territorial-level Board or Department of Education
  • Grandfathering Provision
  • Employees in VHA in this occupation - under a permanent - appropriate - and legal placement on the effective date of the qualification standard - are considered to have met all qualification requirements for the grade and/or assignment held - including positive education and registration/certification where applicable
  • For employees who do not meet all the basic or assignment-specific requirements in this standard but met the qualifications applicable to the position at the time they were appointed - the following provisions apply: (1) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard
  • (2) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation
  • NOTE: This provision is not intended to regularize appointments/ placements
  • Foreign Education
  • To be creditable - education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
  • Grade Determinations: Medical Support Assistant (Advanced) - GS-06
  • Experience
  • One year of creditable experience equivalent to the next lower grade (GS-5 level)
  • This experience include the MSA independently performs a full range of duties related to the delivery of healthcare services in an inpatient or outpatient setting
  • Advises clinical staff on current administrative processes
  • The MSA is responsible for answering phones - greeting patients - relaying messages to appropriate staff inside or outside of the unit - scheduling appointments - including interpreting and verifying provider orders in accordance with VHA national scheduling guidelines
  • Assignments at this level include - but are not limited to: scheduling - canceling - re-scheduling patient appointments and/or consults
  • entering no-show information
  • monitoring appointment requests from multiple electronic sources
  • participating in huddles with other MSAs and/or clinic staff to determine the daily needs of the clinic - monitoring both inpatient and outpatient appointments in areas of responsibility
  • verifying and updating demographics and insurance information when patients check-in for appointments
  • Coordinates administrative functions relating to emergency and non-emergency transfers to other VA facilities or private hospitals and determines appointment type based on the patient's eligibility status (i.e. - TRICARE - sharing agreements - collaterals - research patient - VA employee - etc.)
  • In addition to the experience above - the candidate must demonstrate the following KSAs: (a) Advanced knowledge of the technical health care process (including - but not limited to - scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care
  • (b) Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow - and patient support care administrative functions to include - but not limited to appointment cycles - outside patient referrals - follow-up care - overbooking - provider availability - etc
  • (c) Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians
  • (d) Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. - medical doctors - nurse practitioners - physician assistants - psychologists - psychiatrists - social workers - clinical pharmacists - and nursing staff) to accomplish team goal setting to ensure medical care to patients is met
  • (e) Ability to independently set priorities and organize work to meet deadlines - ensuring compliance with established processes - policies - and regulations
  • (f) Ability to communicate tactfully and effectively - electronically - by phone - in person - and in writing - with internal and external customers
  • This may include preparing reports in various formats and presenting data to various organizational levels - as well as resolving patient concerns

  • The full performance level of this vacancy is GS-6. Physical Requirements: Light lifting (generally under 15-20 pounds);Long periods of sitting - with some walking or standing

  • Capacity to work in a fast-paced - sometimes stressful office or clinical environment

Duties

  • The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e
  • PACT - Specialty Clinics - Mental Health) and performs receptionist duties - customer service and other duties assigned for the proper and timely treatment of patients and maintains appointment schedules for one or more outpatient clinics
  • He/she must assist with clinic access contingency plans by adjusting appointment times - location - or dates as well as shift patients to other healthcare providers as conflict with staffing and/or coverage occurs
  • The Advanced MSA may be required to serve in more than one Specialty Clinic area
  • Major duties include - but are not limited to: Incumbent performs a variety of administrative functions associated with patient care and treatment for several specialty outpatient and/or Mental Health clinics - performing a variety of services
  • Employee must acquire knowledge of internal organizational procedures - knowledge of various facility services - VA acronyms and abbreviations
  • The Incumbent supports patient safety standards using the correct Veterans Affairs identification of all patients using two forms of identification
  • The patient may also present the Veterans Health Identification Card (VHIC) for identification
  • Incumbents will coordinate with patient care team to review clinic utilization by using various reports and communication methods to effectively support the needs of the clinic
  • The incumbent(s) is responsible for accurate appointment management and the coordination of all administrative information between the professional staff and the patient
  • This includes updating and verifying demographic information - scheduling appointments - collecting insurance information - data entry - administratively managing consultation requests and the electronic waiting list - and notifying the patient of his/her scheduled appointment
  • He/she must use each interaction with the patient to validate and update patient demographic information - either in person during check-in or over the phone - to decrease the incidence of returned mail due to incorrect addresses and inability to contact patient by phone due to incorrect number
  • Incumbent must assist and train new staff in orientation activities through shared knowledge and specific outpatient or mental health clinic expertise
  • Incumbent(s) will be able to interpret and communicate requirements of VHA Scheduling Directives and other MSA duties as follows: - Schedule appointments and utilize the Electronic Waiting List accurately in a timely manner
  • All appointments will be made with the patient's input - either in person or by phone
  • This may require a high level of coordination to avoid patients having to make multiple trips to the medical center or clinic whenever possible
  • - Notifies his/her supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes
  • - Daily review of active/pending consults - Electronic Wait List - Recall list and Audiocare communications for accuracy and disposition Performs other duties as assigned

  • When setting pay - a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade)
  • Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave - 13 days of sick leave - 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual - based on prior [work experience] or military service experience
  • Parental Leave: After 12 months of employment - up to 12 weeks of paid parental leave in connection with the birth - adoption - or foster care placement of a child
  • Child Care Subsidy: After 60 days of employment - full time employees with a total family income below $144 -000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66
