Summary

This position is located in the Veterans Health Administration (VHA) - Mid-Atlantic Health Care Network (VISN 6) - Salisbury VA Medical Center (VAMC) - in North Carolina. The position serves as the Laborer in Engineering Service assigned to the Construction Crew. Under the direct supervision of the Construction Crew Supervisor - Laborers perform a variety of duties including general housekeeping - moving furniture and equipment - transporting supplies and equipment.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 04/02/2026. EXPERIENCE: A specific length of training and experience is not required - but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge - skills - and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element - which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible are then rated against the remainder of the Job Elements: Dexterity and Safety Interpret Instructions - Specifications (other than blueprint reading) Use and Maintain Tools and Equipment Without more than normal supervision Work Practices Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Duties

  • This position is located in the Veterans Health Administration (VHA) - Mid-Atlantic Health Care Network (VISN 6) - Salisbury VA Medical Center (VAMC) - in North Carolina
  • The position serves as the Laborer in Engineering Service assigned to the Construction Crew
  • Under the direct supervision of the Construction Crew Supervisor - Laborers perform a variety of duties including general housekeeping - moving furniture and equipment - transporting supplies and equipment
  • Major Duties: Routinely performs various general laborer duties including but not limited to
  • demolition of walls - floors - ceilings and other building systems
  • loading and unloading trucks
  • transporting and preparing new building materials for use in internal construction projects throughout the medical center
  • Utilizes hand and powered equipment such as dollies - material carts - pallet jacks - forklifts and tractors to load and unload tools and supplies from trucks
  • Sets up and maintains temporary construction areas in accordance with Infection Control guidelines to mitigate the spread of dust and debris
  • Routinely works with other tradesmen on the Construction Crew in performing tasks of various construction activities including carpentry - masonry - painting - electrical and pipefitting
  • Selects proper hand and power tools to effectively remove floors - walls and ceilings constructed of various building components such as block - brick - concrete - tile - sheet rock and metal stud framing
  • Inspects and maintains hand and power tools on a daily basis to identify and correct potential safety hazards
  • Routinely removes debris from buildings and grounds by using pickup trucks with tow behind trailers - tractors and other specialized equipment
  • Removes and stores office furniture and equipment as necessary to accomplish work
  • Skillfully operates a variety of specified powered and non-powered equipment in a safe and efficient manner - including but not limited to hand tools - pressure washers - drills - jackhammers - concrete saws - concrete mixers - earth compactors - tractors - pickup trucks - forklifts and other motor vehicles
  • in order to productively and safely accomplish tasks requiring specialized equipment
  • Basic knowledge of routine maintenance procedures for all power equipment operated including changing oil - lubrication - tightening belts - tightening loose nuts and bolts and replacing/sharpening blades
  • Receives oral or written instructions from the Construction Crew Supervisor - work is inspected on a random basis for timeliness - proper work practices - and compliance with directions
  • Independently select and operate the most appropriate equipment to accomplish each project in an economic safe manner to prevent risky situations and avoid personal injuries or property damage
  • and accomplishes recurring tasks from provided instructions for routine duties and receives detailed instructions and supervision for special assigned construction projects and work
  • Obtains assistance as required for safety precautions
  • uses proper equipment for particular projects in a cautious manner according to manufactures instructions to complete assigned tasks
  • Completed work is assessed by the supervisor for overall execution - quality - maintenance of equipment - and success of project requests
