Summary

This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 05/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Managing a variety of expendable items and durable medical equipment; Developing and supporting the creation of acquisition strategies to acquire and purchase durable medical equipment; Implementing federal and agency programs for the return and reutilization of medical supplies; Utilizing best practices - principles and tools - concepts and methodologies to determine and evaluate supply system performance; Serving as a point of contact for the coordination of material support and the resolution of logistics problems. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Or - Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D. - if related that demonstrates the knowledge - skills - and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. Or - Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify - a copy of your transcript is required. This position includes a Selective Placement Factor (skill - knowledge - ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Requires a valid driver's license to operate a motor vehicle. NOTE: A valid state driver's license is required for this position and may be verified at the time of selection. You will be rated on the following Competencies for this position: Communication Contracting/Procurement Planning and Evaluating Problem Solving Technical Competence Technology Application Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great moment of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess properly. Work conditions are often indoors - but could occasionally be dirty - hot - humid or unusually cold when involved in property inventories - disposal of equipment - transferring of equipment between serviced locations and recycling centers. Duties

  • Duties include - but may not be limited to the following: Lifecycle Management: Responsible for the lifecycle management of non-expendable assets
  • conducts short - mid and long-term advanced planning
  • analyzes data
  • supports customers and acquisition personnel in developing requirements - utilizing mandatory sources and standardization sources
  • and corresponds with procurement officials and other stakeholders to resolve issues Inventory Management and Control: Responsible for the management and control of NX equipment assets
  • serves as the point of contact for the coordination of material support and resolution of logistic problems
  • conducts forecasting and quantitative analysis
  • conducts spot checks
  • and complies with special requirements for firearms - ammunition and sensitive equipment Performs other related duties as assigned
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory - qualification - and performance requirements are met
  • Selection at a lower grade level does not guarantee promotion to the full performance level
