Summary

This position serves as an advance technician for outpatient care settings such as; primary care - mental health - and specialty clinics. As an ICT Generalist the incumbent may serve in a medical center - community-based outpatient clinic (CBOC) - mobile medical unit or may have virtual/remote assignments.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d) - No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Individual Occupational Requirement (IOR): Per the Office of Personnel Management (OPM) - there is an Individual Occupational Requirement (IOR) Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists - speech pathologists - medical officers - and optometrists. Therefore - technician experience is experience that required application of the knowledge - methods - and techniques of the position to be filled. GS-05 QUALIFICATIONS: Special Expereince: I have (1) year of specialized experience equivalent to the next lower grade level (GS-04) in the Federal Service that has given me the particular knowledge - skills and abilities required to successfully perform the duties of this Intermediate Care Technician position. Specialized experience includes: knowledge of the major body systems; knowledge of topographic anatomy; knowledge of diagnostic signs; knowledge of equipment and supplies. OR Education: I have successfully completed a full 4-year course of study leading to a bachelor's degree - with major study or at least 24 semester hours in subjects directly related to the position. OR Combination Education and Expereince: I have equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the position. GS-06 QUALIFICATIONS: Special Expereince: I have (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal Service that has given me the particular knowledge - skills and abilities required to successfully perform the duties of this Intermediate Care Technician position. Specialized experience includes: knowledge of the major body systems; knowledge of topographic anatomy; knowledge of diagnostic signs; skill in communication techniques and the operation of communications equipment to be able to accurately obtain and relay information to and from health care providers; knowledge of equipment and supplies. Education: I do NOT possess the experience as described in the above. GS-07 QUALIFICATIONS: Special Expereince: I have (1) year of specialized experience equivalent to the next lower grade level (GS-06) in the Federal Service that has given me the particular knowledge - skills and abilities required to successfully perform the duties of this Intermediate Care Technician position. Specialized experience includes: knowledge of the major body systems knowledge of topographic anatomy; knowledge of diagnostic signs; skill in communication techniques and the operation of communications equipment to be able to accurately obtain and relay information to and from health care providers; knowledge of equipment and supplies; knowledge of the components of suicide risk assessment - warning signs - environmental safety and referral. OR Education: I have successfully completed one (1) year of graduate education related to the position at the next lower grade level. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school - 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR Combination Education and Expereince: I have equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the position. This education must have been obtained in an accredited college or university. Only education beyond a one-half year (e.g. 6 months; 9 semester hours) of graduate level education may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify - a copy of your transcript is required. Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience.

Duties

  • Duties to include but are not limited to: Performs observation-based screening and collection of patient information in collaboration with licensed personnel
  • Assists licensed personnel with the delivery of care to patients with complex and specialized care needs
  • The incumbent will complete approved templates and tools - such as normal result notes and follow up treatment protocols established by the agency
  • The incumbent assists in behavioral/psychiatric situations in an outpatient setting
  • The incumbent assists licensed staff with preparing patients for medical evaluation - setting up equipment - passing instruments and providing treatment during in-person or virtual visits
  • The incumbent operates specialized medical equipment to obtain diagnostic and therapeutic outcomes
  • The incumbent is responsible for collecting a wide range of specimens and preparing them for transfer to processing
  • Performs Vital Signs and Point of Care Testing
  • Performs treatments and interventions i.e
  • Foley coude' catheter insertions
  • Performs treatments and interventions i.e
  • Cryotherapy - incision & drainage - and suturing
  • Performs wound care i.e
  • bandaging - application of dressings - wound measurements and Photo-documentation of wounds
  • Performs 12-lead electrocardiograms
  • Recognize life threatening situations and act to correct these emergent situations according to established national or local protocols
  • The incumbent initiates cardiopulmonary resuscitation (BLS) and use of automatic external defibrillator (AED) once certified and where appropriate according to American Heart Association (AHA) protocols and policies
  • Observes patient status and keeps licensed personnel informed of any change in condition
  • Assisting with patient exams - structured interviews and screenings
  • Patient education within scope of care or while providing an intervention
  • Follow-up care Electronic Health Record (EHR): Thoroughly and appropriately documents actions - interventions and procedures in the medical record
  • Examples: Procedural notes - progress notes - screenings - photo-documentation and secure messaging
  • Medication Administration Exp: intramuscular - oral - topical - eye drops - ear drops - intranasal - rectal suppositories - local anesthetics - nebulized medications - subcutaneous - and intradermal
  • Conducts or assists with the training of personnel in if appropriately trained - certified and/or qualified - for example: facility formal preceptors and Telehealth Presenter (TCT) instructors
  • Assisting with patient exams and screening - utilizing technology such as telehealth peripherals
  • Examples: primary care physical exams (heart - eye - ear - nose - throat (EENT);gait exams - and skin exams

  • Generally - the work requires recurring physical exertion with assisting patients
  • Promotion Potential: The selectee may be promoted to the full performance level GS-07 without further competition when all regulatory - qualification - and performance requirements are met
  • Selection at a lower grade level does not guarantee promotion to the full performance level.

Salary : $45,785 - $73,731
