Summary

This position is aligned under the Assistant Director's Office at the Carl Vinson VA Medical Center (CVVAMC) - serves as the Hospital Housekeeping Officer (HHO) (Chief of Environmental Management Service) - performing a variety of duties in a complex medical center that is constantly evolving within a highly complex and competitive geographic area. The Chief EMS is a member of the Medical Center's Executive Leadership Team.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 04/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IQR)for Hospital Housekeeping Management Series (0673): An IOR is a basic requirement that must be met in order to qualify for entry into this job series - and cannot be waived. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Education: Undergraduate Education: Major study -- chemistry or biological sciences - sanitary science or administration - institutional sanitation or administration - hospital administration - hotel administration - public administration - business administration - or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. NOTE: You will be required to provide a copy of your transcript. OR Specialized Experience: Experience in two or more of the following areas - or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry - biology - and bacteriology as applied to environmental sanitation - infection control - and to the choice and use of antimicrobial agents in the disinfection - sanitization - and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management - including the requirements relating to hazardous - toxic - and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management - including alternative methods of control and the selection and application of chemicals. In addition to meeting the above IOR requirement - you must also meet the specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: planning - developing - directing - and evaluating programs (such as housekeeping - janitorial maintenance - etc.); handling budgets - staffing - equipment - contracts - and other resources to ensure efficiency and cost-effectiveness; performing a full range of supervisory duties such as assigning and evaluating work - making hiring recommendations - and resolving staffing issues; writing and implementing policies - procedures - and practice guidelines for a service area (such as housekeeping - pest control - janitorial - etc.). Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Extensive knowledge and/or experience in Environmental Management within the VA and VHA. This is a supervisory/managerial position. Applicants selected for supervisory or managerial positions that have not previously completed a supervisory or managerial probationary period must complete a 1-year supervisory or managerial probationary period. If the selectee was a Federal employee prior to assignment to the supervisory or managerial position - failure to complete the probationary period successfully can result in their return to their former position - or to a position of no lower grade and pay than the one - which they left to accept the supervisory or managerial position. Physical Requirements: The work is sedentary - although there may be some nominal walking or standing for short periods or carrying light loads of papers - books - or reports that do not require special physical demands. Duties

  • This individual has responsibility for making decisions and actions that have substantial impact on program objectives - goals - funding - scheduling - organizational structure - and allocation of resources
  • Performs analytical and evaluative work associated with line and program activities
  • Develops - analyzes - evaluates - advises on - or improves the effectiveness of work methods and procedures - organizations - manpower utilization - distribution of work assignments - delegations of authority - management controls - information and documentation systems - and similar functions of management
  • Analyzes and evaluates - on a quantitative or qualitative basis - the effectiveness of programs or operations in meeting established goals and objectives
  • He/she provides leadership and guidance in determining the resource needs of all organizational elements - distributing initial resource allocations - and adjusting resource allocations as dictated by a change in the program needs
  • Incumbent collaborates to negotiate and coordinate work related changes affecting the organization
  • hear and resolve complaints - effect disciplinary actions
  • and identify and provide for management development and training needs of key staff members
  • The Chief EMS exercises administrative and technical supervision over all EMS staff
  • He/she exercises full supervisory line authority either as a first or second line supervisor - which requires performance of a broad range of duties such as selecting - retaining and promoting staff

  • The incumbent serves as a management representative on the Administrative Executive Board - Performance Improvement Board - Projects Committee - Space Committee - Environment of Care Committee - Infection Control Committee - Fire and Safety Committee and the Employee Accident Review Board and other committees as appointed
