Summary

This position - located at the Oklahoma City VA Health Care System - Office of the Assistant Director - serves as a Health System Specialist - responsible for the review - planning - and coordination of the delivery of health care programs throughout the facility.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 06/08/2026. Must meet the Individual Occupational Requirements: Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- hospital administration - public health administration - or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following: Missions - organizations - programs - and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience - provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies - practices - and procedures - and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses - work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: For GS-12: Do you possess one year specialized experience to at least the next lower grade -GS-11 level? In-depth knowledge of health care service administration - continuous quality improvement; data analysis; healthcare principles - knowledge of - theories and practices; budgeting - planning - administration - and labor/union relationships - or other key administrative support functions; sufficient to analyze and evaluate broad and difficult problems; highly developed skill in applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs; extensive knowledge of the unique characteristics of the specific health care delivery system served - the missions - organizations - programs - and requirements of health care delivery systems; knowledge of broad agency administrative practices such as correspondence control practices - office processes - regulations - and rules in keeping with senior management decision makers affecting the administration and delivery of healthcare services; extensive knowledge and skills in hospital administration principles - theories - and practices to inquiries and studies where the boundaries are broad and difficult; knowledge of advanced management principles with demonstrated applications to healthcare operations; independently investigate complex issues - analyze problems - and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system; knowledge of the operations of the health care system - administrative and outpatient clinical functions. Physical Requirements: The work is primarily sedentary - although some slight physical effort may be required. No excessive physical demands are required. The incumbent must be able to move about freely to various locations throughout the health care system. Some travel is required. Duties

  • Major duty include but are not limited to: Responsibility for the study - analysis - evaluation - and formulation of recommendations for the development and improvement of administrative management and operating programs for the assigned organizations/departments
  • Knowledge to identify and participate in resolving the full range of management problems and assists in the development of proposed management programs on a service - inter-service medical center or VISN-wide basis
  • Knowledge to provide back-up support as directed for Executive Assistant staff in the Executive Office due to vacancies to minimize disruption to executive office operations
  • Uses VA data systems - the Internet - and other sources of data to provide reliable and up to date data to support decision-making tools and recommendations
  • Ensures staff maintain training and will support an active inventory of sample documents available for the organization CORs to tailor to their service needs
  • He/she will achieve COR-2 certification and serve as a COR as directed
  • Designs and conducts a wide variety of comprehensive and detailed analyses of complex functions and processes related to health programs - evaluates the use of new technologies and business practices and recommends best outcome options Knowledge to develop management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems - such as work measurement - work simplification - incentive awards - performance evaluation - management reports - automation - communication - analyses - etc Formulates recommendations to include specific plans to correct deficiencies or to increase positive accomplishments of administrative practices
  • for example - the development of criteria to determine measurable work areas and establishment of quantitative and qualitative production standards
  • Identifies and proposes solutions to management problems which are of major importance to developing and planning program direction and prepares recommendations which impact the way in which planning and implementation is carried out
  • Analyzes management techniques - practices processes and styles for improving organizational effectiveness and effectiveness and efficiency using various analytic techniques - many of a complex nature
  • Has a generous working knowledge of regulatory bodies such as The Joint Commission (TJC) - OIG Comprehensive Healthcare Inspection Program (OIG CHIP) - and other nationally recognized and supported audit and survey requirements to advise and recommend appropriately Plans and conducts a variety of broad and complex analytical and evaluative studies of a wide range of medical facility health care delivery services such as organizational structures and management systems for administrative and clinical services in the health care delivery system

  • participates in developing plans to meet or exceed the facility's Strategic Plan Understands the mission - organization - and programs of the department - as well as the philosophy of senior management - in the development and implementation of management and organizational systems and approaches along with improvements - at this healthcare system - in delivery of quality health care to the organizations patients
  • Liaison for any patient flow - clinical - administrative and system redesign-related performance improvement initiatives
  • Responsibility for data management and analysis - process improvement - project management and project planning and will frequently work with clinical and non-clinical staff and Leadership at all levels
