Summary

The Health Systems Specialist (Compliance Officer) position serves as the Regulatory Compliance Coordinator for the Chief of Safety and Emergency Management Programs Service (SEMPS) for the Eastern Oklahoma VA Health Care System (EOVAHCS). serve as a coordinator and point of contact for policy management and external accreditation/review procedures and activities.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 04/14/2026. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement - This series has the following Individual Occupational Requirement: You may qualify based on your experience/education as described below: Undergraduate and Graduate Education: Major study -- hospital administration - public health administration - or related fields such as business or public administration with course work in health care administration. OR - Specialized Experience: Progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following: Missions - organizations - programs - and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement. OR - Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience - provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies - practices - and procedures - and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses - work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND - Specialized Experience: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge - skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position - and that is typically in or related to the work of the position to be filled - in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of qualitative and/or quantitative methods for the assessment and improvement of organizational culture change effectiveness and related process improvement impact. Incumbent is often the lead on special project initiatives and/or process improvement.; expert knowledge and skill to plan - organize and direct team study work and to negotiate effectively with management to accept and implement recommendations and solutions proposed; expert level knowledge of health care service administration - continuous quality improvement; data analysis; healthcare principles - theories and practices; budgeting - planning - administration - and labor/union relationships - or other key administrative support functions; sufficient to analyze and evaluate broad and difficult problems - apply extensive qualitative and/or quantitative methods for program improvement - make recommendations for complicated solutions; and the related ability to apply health care management principles to complex problem-solving situations; developing specialized knowledge in areas such as GEMS and EOC - while interpreting new standards and disseminating them to various departments across the healthcare system; requires professional level health care administrative experience and knowledge of the health care system. Responsible for translating policies - theories and strategies related to compliance of quality and safety standards into action within the complex interrelationships that currently exist.

Duties

  • Major duties and responsibilities include - but are not limited to: Serves as the organization's trusted agent for external accreditation reviews - including follow-up - tracking - and auditing of corrective actions to closure
  • Provides direct staff assistance to the SEMPS Service in the coordination and preparation for various external surveys - audits and reviews
  • Oversees EOVAHCS policy and governance structure management for a variety of programs that fall under the Safety & Management Service
  • Serves as an advisor to service chiefs/section chiefs/unit managers and ELT in the interpretation and application of accreditation - Veterans Health Administration (VHA) - local and professional standards and guidelines (i.e. - TJC standards and other regulatory standards - VHA Directives - etc.)
  • Compiles and analyzes data and audits related to continual mission readiness - prepares reports and presents findings and recommendations to service chiefs/section chiefs/unit managers and ELT
  • Serves on organizational governance structure groups as a confidential consultant to ensure processes support the internal security of the organization
  • Supports other SEMPS positions and programs based on service and organizational need - to include meeting service level expectations of supporting on-site survey activities
  • Provides expert advice and guidance to senior leaders and management concerning organizational policies - plans - SOPs and other published documents
  • Expected to create policies and procedures when these are more administrative in nature - such as the creation of employee handbooks for meeting organizational expectations and requirements
