Duties
This position is located within the Veterans Health Administration (VHA) - VA Mid-Atlantic Health Care Network (VISN 6) - Hampton VA Health Care System (HVHCS) - at the Chesapeake Health Care Center (HCC). This position functions as the Assistant Director for the Chesapeake Health Care Center. This position operates as a full member of the HVHCS executive leadership team and is a direct report to the Executive Director - HVHCS.
Duties
- Incumbent is a full member of the HVHCS executive leadership team
- Daily - he/she interfaces with the HVHCS Director - Associate Director for Operations - Chief of Staff - the Associate Director for Patient Care Services - as well as members of his/her HCC management team
- Incumbent participates fully in executive leadership discussions - the development of strategic plans - policymaking - and decisions regarding overall HVHCS operations
- He/she serves on various program and service strategic planning committees and in on-site management meetings with program officials from other agencies
- The incumbent has full accountability and line authority for the overall administrative direction and daily management of the three service lines and HCC
- The incumbent integrates their activities into the overall health care system and Veterans Integrated Service Network (VISN) plans
- Systemic Internal Review Incumbent plays a key role in the development and implementation of HVHCS internal review systems to assure that both clinical and administrative activities comply with these standards
- The incumbent ensures that services provided by the health care system are within the acceptable standards set by The Joint Commission - the Drug Enforcement Agency - General Accounting Office - Inspector General - Office of Personnel Management - National Regulatory Commission - and other regulatory and accrediting bodies - which contribute to the high quality of care to the patient population
- Budget and Financial Management Incumbent brings a comprehensive knowledge and understanding of basic financial management principles to the development - implementation - and control of outpatient clinic budgeting systems
- He/she serves as co-Chair of the HVHCS Resource Management Committee (RMC) - which recommends actions on personnel - major equipment - and space to the Executive Director/Chair - Executive Leadership Board
- Incumbent establishes priorities for the distribution of financial resources based upon program needs and monitors regular and recurring expenditures for personnel equipment - supplies - etc
- He/she is a full participant in the development of the overall HVHCS budget and manages HCC funds within the scope of the overall HVHCS financial plan - budgetary considerations - and constraints
- Job responsibilities require a thorough understanding of Government and VHA budget system and process - and an in-depth knowledge of the HVHCS budget along with the Veterans Equitable Resource Allocation (VERA) model
- Personnel Management Incumbent has broad - extensive knowledge of government-wide - Office of Personnel Management (OPM) - and VA personnel management requirements as well as the contributions and needs of widely diverse individuals and employee groups
- He/she works closely with VISN 6 human resources staff - HCC senior leaders - service chiefs and other supervisors ensuring the appropriateness of personnel actions
- Recruitment of - and retention for - a wide variety of professional and technical employees located at this facility will present challenges requiring the incumbent to plan - coordinate - and execute processes to ensure adequate human capital is always available for quality - safe patient care
- Public Relations Incumbent participates in local community activities and interacts with the news media representing the senior executive team
- He/she works with community groups and organizations as a HVHCS representative
- Incumbent is called upon to speak at various functions in the absence of the Executive Director or other executive leaders
- These functions occur within the health care system for patients as well as employees - and in the community-at-large

Salary : $127,646 - $165,945
