Summary

This position is at VA Boston Healthcare System in the Research and Development (R&D) Service. The position is responsible for providing research administrative support to regulatory committees and provides subject matter expertise regarding the regulatory and statutory compliance in research.

Qualifications

For GS-9: Possess at least one (1) year of specialized experience equivalent to at least GS-7 grade level in the Federal Service. Specialized experience is progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following (1) Missions - organizations - programs - and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement. OR Possess at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. - if related in Major study -- hospital administration - public health administration - or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED) OR Possess an equivalent combination of specialized experience and graduate education as (described above) to meet total experience for GS-9. To calculate the combination of education and experience - determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. (TRANSCRIPTS REQUIRED) OR For GS-11: Possess at least one year of specialized experience equivalent to at least GS-9 grade level in the Federal service. OR Possess at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. - if related in Major study -- hospital administration - public health administration - or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED) OR Possess an equivalent combination of specialized experience and graduate education as (described above) to meet total experience for GS-11. Duties

  • ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** NOTE: This is a TERM appointment (not-to-exceed 12/30/2029)
  • Term appointments are non-status - non-permanent appointments of limited duration (more than 1 year but not more than 4)
  • Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance - within grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage
  • Term appointments may be extended without further competition (up to the 4-year maximum)
  • The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be noncompetitively converted to permanent employment
  • This position involves a multi-grade career ladder
  • The major duties listed below represent the full performance level of GS-11
  • At the GS-9 grade level - you will perform assignments of a more limited scope and with less independence
  • You will progressively acquire the background necessary to perform at the full performance level of GS-11
  • Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance - availability of higher-level work - and availability of funds
  • Major Duties and Responsibilities: Oversees and manages these programs and their activities - including preparation of committee and reviewer materials with appropriate documentation - ensuring projects are reviewed by appropriate personnel - and ensuring all outstanding issues related to project management are resolved in a timely manner
  • Serves in an advisory capacity to the R&D Leadership - research investigators - research committee members - and research committee Chairs and others on issues related to carrying out the institution's research activities involving the use of humans - animals - and safety procedures for investigative purposes
  • Ensures that human subject research is reviewed - approved - and conducted in accordance with appropriate Federal - State and VA regulations and guidelines - funding agency specific guidelines - institutional policies - and appropriate accreditation standards
  • Serves as an institutional contact to answer questions of human subject protection regulation and policy
  • Responsible for efficient and compliant processes for research project review - approval and the oversight of human subjects' research performed by Institutional Review Boards (IRB) and other research committees
  • Ensures human subjects research is reviewed - approved - and conducted in accordance with appropriate Federal - State and VA regulations and guidelines - funding agency specific guidelines - institutional policies - and appropriate accreditation standards
  • Serves as an institutional contact to answer questions related to human subject research oversight regarding regulation and policy
  • Responsible for efficient and compliant processes for research project review - approval - and the oversight of animal studies
  • Develops and identifies indicators - progress measures - objectives - and emphasis areas for the attention of R&D Leadership and staff
  • Develops data capture and reporting procedures to track progress of program management initiatives
  • Performs all duties as assigned
