GS-11 Grade Level Specialized Experience: One year specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: performs construction coordination - documentation - and inspection duties for the Medical Center's design and construction program; acting as alternate Contracting Office Representative (COR) working under assigned Project Managers/General Engineers; provides oversight and inspection of construction operations; confers with other employees on problems of control - inspection - administration - and safety and makes decisions for dealing with the particular problems. Duties
- The Construction Control Representative (CCR) serves as a vital member of the Engineering Service at the VA Medical Center and all associated sites of care or services and has support/quality responsibilities for the design - construction - and activation program
- The CCR will accomplish various technical and construction management functions related to monitoring and control of construction operations - such as construction planning - space management - operation/shutdown of building utility systems - construction safety - and standardizing specifications
- Duties are as listed but are not limited to: Review construction documents across the entire construction program - including drawings - specifications - and cost estimates to determine communication discrepancies - functional construction - code adherence - construction activity sequencing - value engineering - and potential conflicts with other planned or ongoing facility construction activities
- Investigate and provide plans/assessments for site conditions - existing building conditions - utility conditions - building system operations - corrective/preventative maintenance history - and researching facility record documents/as-builts to ensure accuracy of construction documents and reduce risk of changes to construction contracts
- Develops - maintains - and continually improves pre-bid and pre-construction agendas to enforce facility standards/constraints
- Attend and participate in the pre-bid and pre-construction meetings
- Review and provide constructive input to pre-bid/pre-proposal questions/request for information to ensure all prospective offerors have a level playing field and nuisances/ambiguities identified in construction documents have resolutions that promote value engineered options and reduce risk of potential conflicts
- Develops - maintains - and continually improves site specific master specifications - adapts specifications to improving technologies - and suggests deviations from the VA's master specifications to those creating construction documents for continuity across all construction projects
- Monitor design and construction schedules and milestones (design submission - bidding milestones - construction inspections - phasing - acceptance of space - activations - etc.)
- Perform quality checks and upload all required documents to the appropriate system/database for the contracting office to procure
- Coordinate with Contracting Officer's Representative regarding construction phasing requirements - construction schedule requirements - and construction period of performances for construction contracts to assure minimal disruptions to normal medical center operations
- Identify and ensure unacceptable construction means and methods are identified on construction documents
- Consider construction activities and their impact to normal medical center operations and ensures acceptable limitations are identified on construction documents
- Work with Project Manager/COR to establish a Quality Assurance Plan - to establish routine - understood criteria for acceptance and activation of projects
- Develop - maintain - and continually improve scheduling requirements to maintain normal medical center operations - to execute funding operations plans - and inform prospective bidders of schedule expectations
- Responsible for the government assurance on the Operations and Maintenance shops to include aligning goals with Construction activities Evaluates effectiveness of O&M work through review and analysis of appropriate production reports and inspections
- Performs surveillance on repairs orders on varying elements of architectural - electrical - mechanical - and plumbing
- Determines causes of unfavorable trends and variations - makes authoritative recommendations on corrective actions required on both the O&M and construction Participates in management reviews of operations and resource allocations and assures implementation of established work improvement and simplification programs
