Summary

This position is to support Facility Management Service (FMS) at the Boise VA Medical Center (Boise VAMC). The Incumbent works directly for the Chief of FMS. FMS is comprised of over 125 professional and wage grade staff working under the following sections: Office of the Chief; Safety - Industrial Hygiene - GEMS - Disaster Preparedness; Engineering/Projects; Operations - Maintenance - and Construction; Environmental Management Service (EMS); and Laundry.

Qualifications

To qualify for this position - applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement - 04/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Assisting with development - implementation - maintenance of administrative operations within the service - assisting with monitoring - managing administrative activities such as recruitment - and hiring - budget management - resource utilization - suspense management - policy management - timekeeping - training compliance - personnel mapping - reporting requirements and personnel management. Examples of specialized experience would typically include - but are not limited to: Assists with budget formulation and management; prepares a variety of budget analyses and maintains budget records. Exercises responsibility for budget formulation - presentation - and execution. Provides the customer with consistent information according to established policies and procedures. Assists staff with personnel management program actions including recruitment - classification - staffing - training - and travel. Prepares and oversees preparation of a wide variety of documents - including policies - position descriptions - performance standards - reports. Examples of specialized experience would typically include - but are not limited to: Independently performing duties such as coordination of surveys and reports - Performance improvement activities - Policy development - Budget and financial management - Procurement and contracting - Statistical and other administrative functions; Planning - reviewing - or revising policies and procedures that impact patient care and service policy. Prepares and assembles charts - data - reports - narratives - and statistical materials that are provided for justification for the budget. Projects staffing needs and prepares performance plans and appraisals. Duties

  • This position involves a multi-grade career ladder
  • The major duties listed below represent the full performance level of GS-11 - however a selection can be made at any of the following grade levels: GS-07 - GS-09 OR GS-11
  • At the GS-07 grade level - you will perform assignments of a more limited scope and with less independence
  • At the GS-09 grade level - you will progressively acquire the background necessary to perform at the full performance level of GS-11
  • Major duties include - but are not limited to: Immediate responsibility for all aspects of a comprehensive personnel management program for all sections under the department - which entails overseeing and performing a full range of human resources management and administration activities for a large organization
  • Acts as the liaison with Human Resources concerning minor to complex personnel and labor relations issues
  • He/she provides advice and assistance to managers and staff concerning federal and agency personnel processes and procedures
  • She/he assists supervisors in projecting staffing needs - writing position descriptions - developing job analyses - and preparing performance plans and appraisals
  • Provides guidance to Supervisors and the Chief and Assistant Chief concerning labor relation issues
  • Other related duties include resolving a variety of day-to-day personnel and payroll issues and providing consultation and assistance to Section Chiefs and Supervisors relative to the recruitment and selection of employees within the framework of the Office of Personnel/VHA regulations
  • Develops status reports or response materials for the Chief for higher-level attention - review - or signature
  • Assists all Supervisors and the Chief and Assistant Chief of FMS with personnel management program actions including recruitment - classification - staffing - training - and travel
  • Provides ongoing training and assistance to new and incumbent personnel regarding office policies and procedures
  • Conducts audits and compliance and effectiveness/efficiency reviews of the Program System activities and goals
  • Assignments involve all aspects of FMS and often extend to other Medical Center programs and priorities
  • Reviews and interprets communication from VISN 20 administrative staff - responding when appropriate for the Chief - FMS
  • Performs and oversee the routine administrative functions performed by subordinate employees
  • Prepares and oversees preparation of a wide variety of documents - including policies - position descriptions - performance standards - reports - etc
  • Incumbent records and prepares meeting minutes
  • Incumbent reviews rough draft documents
  • edits composition
  • and corrects punctuation - abbreviations - and grammar
  • Maintains the files for FMS - including construction files - annual service files - and legal and long-term files
  • Maintains the training records for the service assuring that training is properly recorded in the education tracking system
  • Assists with budget formulation and management for FMS
  • prepares a variety of budget analyses and maintains budget records
  • Prepares and assembles charts - data - reports - narratives - and statistical materials that are provided for justification for the budget
  • Develops - evaluates - and modifies organizational structure and systems to achieve program goals
  • Participates in the analysis and interpretation of workload and other data used in resource planning
  • Acts as the FMS Control Point Clerk in the absence of the Budget Technician
  • Assists in the preparation of 2237 requisitions and estimated 1358 obligations for electricity - water - gas - sewage - Compensated Work Therapy program - and GSA leased vehicles
  • Determines appropriate fund control points - cost center codes - and BOCS
  • Ensures all building services contracts for Boise VAMC - CBOCs - and outreach clinics - are obligated and purchase order numbers assigned
  • ensure funding is available for these contract obligations
  • Supervises the Invoice Payment Processing System for payments
  • Works directly with the Contracting Officer Representative (COR) in resolution of many day-to-day issues that arise with financial management of these contracts and utility payments
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory - qualification - and performance requirements are met
  • Selection at a lower grade level does not guarantee promotion to the full performance level
