What are the responsibilities and job description for the Management Analyst position at U.S. Department of State?
This position is in the Bureau of Administration, Global Operations Directorate (A/GO). Management Global Operations is responsible for the delivery of transportation, travel management, distribution, claims, diplomatic pouch and mail, post support and travel, overseas fleet management and personal property management services globally to 264 overseas Missions and over 100,000 interagency customers.
Qualifications:

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience serving as an internal and interagency liaison, representing the organization in meetings, and delivering clear written and oral justifications to support policies, programs, and strategic positions.
- Experience producing executive-level communications, including background materials, memoranda, and position papers, while formulating and presenting coordinated positions within and outside the department.
- Experience developing and analyzing administrative and program management policies and procedures, establishing performance metrics, and implementing programs to measure and drive organizational effectiveness.
- Experience directing administrative and project operations, including requirements evaluation, resource planning, and oversight of U.S. Government and contractor personnel, with responsibility for personnel management and reporting.
To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
There is no substitute of education for specialized experience for the GS-14 position.
