THIS POSITION IS LOCATED IN THE DEPARTMENT OF HOMELAND SECURITY (DHS), UNITED STATES COAST GUARD (USCG), ASSISTANT COMMANDANT FOR ACQUISITIONS (CG-9), DIRECTOR OF ACQUISITION PROGRAM EXECUTIVE OFFER (CG-93), WATERWAYS COMMERCE CUTTER PROGRAM (CG-9327), WASHINGTON, DC.
Qualifications:
To qualify for the GS-14: Applicants must possess specialized experience equivalent to 1 year of experience at the next lower grade level (GS-13) that is similar to experience gained in the Federal sector. Examples of specialized experience include:
- Serving as the lead in developing strategies for planning and developing a major agency acquisition project of national scope and impact.
- Analyzing organizational performance reports to improve agency policies, operating procedures, and program objectives.
- Planning, establishing, and directing the quality improvement program for acquisition, a large, difficult, and diverse acquisition project for an agency.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Responsibilities:
You will serve as a senior Program Analyst. You will be responsible for the planning, organization, execution, and coordination of the acquisition project assigned in accordance with approved charters and applicable acquisition policies and procedures, including the Coast Guard (CG) Major Systems Acquisition Manual (MSAM). Also, you will ensure compliance with policies and procedures in the accomplishment of strategic goals and objectives, and provide advice, guidance, and direction on a wide range of program issues essential to the efficient operation of CG-93.
Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
- Developing strategies for planning and developing USCG acquisition program/project(s); formulating, implementing, and coordinating acquisition policies, practices, methods, and organizational structure in conjunction with other acquisition managers.
- Leading Program Office procurement and contracting strategies and tactics. Directing, tracking, and executing a wide range of procurement and contracting efforts in support of Program Office requirements.
- Formulating organizational strategies, tactics, and budget/action plan to acquire and allocate resources.
- Developing and/or presenting financial analyses such as economic analyses, business case analyses, Independent Government Cost Estimates, Life Cycle Cost Estimates, comparative rates of return on investment, and analysis of alternatives.
- Directing a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to the long-range acquisition plan with subordinates, subcontractors, and other major asset acquisition project managers.
- Leading development and data management of major program documentation as required by and in compliance with acquisition policy.
- Providing products and services that meet the customer’s needs within approved budget, cost, schedule, and performance criteria.
Salary : $132,368 - $172,075
