Duties

Help

You will serve as an IT Cybersecurity Specialist (INFOSEC) and be responsible for ensuring the confidentiality, integrity, and availability of information systems, operational technology, networks, and data by serving in an Information System Security Officer (ISSO) capacity.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Achieving and maintaining a valid authorization for the system to operate using the Risk Management Framework process.
  • Evaluating information systems security features against a set of specified security requirements. Includes developing security certification and accreditation plans and procedures, documenting deficiencies, reporting corrective actions, and recommending changes to improve the security of information systems.
  • Implementing and maintaining appropriate security controls to ensure the confidentiality, integrity, and availability of systems, networks, operational technology, and data.
  • Conducting risk assessments, and continuous monitoring of IT systems and software.
  • Securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.
  • Possessing knowledge of the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment, interagency functional analysis, contingency planning, and disaster recovery.
  • Investigating, analyzing, and responding to cyber incidents within the network environment or enclave.
  • Planning or managing the implementation, update, or integration of information systems components.
  • Managing IT remediation efforts via Plans of Action and Milestones (POA&Ms).

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

A. Residential ISSO Core Competency Personnel Qualification Standards (PQS) within twelve (12) months of entry into the position.

B. Security Certification at an intermediate level (e.g., Information Assurance Management Level II/III (IAM-II or IAM-III) within nine (9) months of entry into the position.

Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Your resume must demonstrate that you meet 4 out of the 6 specialized experience below:

  • Conducting comprehensive security assessments to align cybersecurity efforts with the Risk Management Framework (RMF) to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity and achieve authority to operate; or
  • Performing ongoing assessment of system security posture, including evaluating vulnerabilities within an application, operational technology, operating system software, and/or peripheral network equipment such as routers, bridges, switches etc; or
  • Managing and controlling changes to the system, and assessing the security impact of these changes; or
  • Monitoring the system and environment of operation to include developing and updating the system security plan; or
  • Creating Plans of Action and Milestones (POA&Ms) to document system vulnerabilities; or
  • Working knowledge of system administration, network, operating system hardening techniques, network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth).

NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
