Tyto Athene is seeking an experienced Oracle EBS Developer to join the Oracle Federal Financials (OFF) team in support of the Defense Health Agency (DHA) Enterprise Operations & Support Services (EOSS) contract. The successful candidate will be responsible for designing, developing, testing, and maintaining Oracle E-Business Suite (EBS) applications, specifically focusing on the OFF modules. This role is critical to ensuring financial readiness, auditability, and compliance with DHA systems.
Responsibilities:
- Module Development & Support: Design, develop, and maintain customized technical solutions for Oracle Federal Financials modules including General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Purchasing (PO), and Federal Administrator.
- Database Programming: Write, performance tune, and troubleshoot complex SQL, PL/SQL scripts, packages, procedures, and triggers.
- System Integration: Develop and maintain interfaces between Oracle EBS and external DoD/DHA boundary systems.
- GUI Development: Design and develop customized GUI forms utilizing Oracle APEX and Application Framework.
- Compliance & Security: Ensure all code and configurations comply with DoD Security Technical Implementation Guides (STIGs) and Information Assurance (IA) policies.
- Troubleshooting: Perform root-cause analysis for production issues and implement code changes in coordination with the DBA team.
- Documentation: Create and maintain technical design documents (MD.070, MD.120) and standard operating procedures (SOPs).
Required:
- Experience: Minimum 10 years of hands-on experience as an Oracle EBS Developer, with at least 3 years explicitly focused on Oracle Financials within a federal or DoD environment.
- Technical Skills: Deep expertise in PL/SQL, SQL, Oracle APEX, Oracle Application Framework, Oracle Analytics Publisher, and Oracle Workflow.
- Certification: Must possess or obtain within 90 days of start date one of the following certifications for DoD 8140 compliance; CSSLP, GCLD, GSEC
- Education: Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, Information Systems, Data Science, Software Engineering, or a related field (or equivalent years of experience).
Desired:
- Prior experience working directly on the DoD/DHA contract or supporting DHA health IT systems, or other Federal contracts.
- Familiarity with DoD financial business processes and audit readiness requirements (FIAR).
- Experience with Amazon Web Serves (AWS) migrations or integrations.
Clearance:
- Preferred to have an active Public Trust/T3 or higher clearance, at minimum be able to obtain a Public Trust/ Tier 3 (NACI).
