General Description

Tyonek Services Group (Tyonek) is an 8(a) Native American Corporation formed under the Alaska Native Claims Settlement Act of 1971 (ANCSA). We are seeking a Program Manager (PgM) who will serve as the primary interface between the company and government program authorities. You will oversee the execution of contract requirements of the Marine Corps Prepositioning Programs and have significant responsibility for managing program resources. This position requires extensive knowledge and experience with Marine Corps logistical functions, equipment maintenance, supply chain, and Marine Corps Maritime Prepositions Force Operations. This position is responsible for ensuring the required deliverables are met within the specified constraints of time and cost and to achieve the potential benefits defined in the Statement of Work. The PgM is the Tyonek representative to the US Government customer. The PgM will have the overall responsibility to ensure we provide the support the contract requires to satisfy customer requirements. This includes management of issues, risks, and change requests to ensure successful and on-time CDRL delivery. The PgM will Lead a diverse team of employees and will work to develop the team needed to meet the needs of the Marine Corps. May require up to 30% travel including OCONUS.

Duties

  • Acts as the overall lead, manager and administrator for this contracted effort.
  • Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues.
  • Communicate with customers on schedules, meetings, risks, and issues. Keeps the customer and Sr. Program Manager informed of program performance.
  • Manage on-time delivery of CDRLs.
  • Manage budgets and assist in developing strategic plans for operational needs.
  • Forecasts and coordinates manpower requirements with the customer.
  • Leads and evaluates subordinate managers and other staff. Provides supervision/management/mentorship.
  • Overall responsibility for the compliance of company, federal, state, and local processes, procedures, and regulations.
  • Oversee ship maintenance, modernization, and dry-docking schedules in coordination with MSC and Marine Corps logistics commands.
  • Serve as primary Navy liaison for cross-service coordination, readiness reporting, and operational interface with Blount Island Command and MARCORLOGCOM.
  • Monitor material condition, logistics status, and equipment availability aboard MPF ships; lead readiness assessments and coordinate required inspections.
  • Manage contractor/vendor performance for ship repair, port visits, and depot maintenance periods, ensuring readiness timelines and compliance.
  • Support embarkation and debarkation planning, exercise support, equipment refresh and rotation strategies in concert with all stakeholders.
  • Prepare and present program updates, budget reports, and readiness briefings to senior Navy and Marine Corps leadership.
  • Establish and report on program Key Performance Indicators (KPIs); ensure alignment with financial objectives and contract deliverables.
  • Direct OCONUS travel and develop executive-level program reports and briefings.
  • Recruit, hire, evaluate, and conduct performance reviews for staff assigned to maritime programs.

Education/Experience Requirements

  • Bachelor's Degree from an accredited college or university is required. Master's Degree preferred.
  • 10 years' experience in managing programs with increasing responsibility and greater than $25M in value.
  • 5 years' experience in program and project management in government contracts; interpretation of contracts, statements of work/performance work statements, and contract modifications.
  • Must be knowledgeable of the Federal Acquisition Regulations (FAR) and DFAR, Department of Defense (DoD) regulations, requirements, policies/procedures.
  • Experience with Aviation Support Equipment (ASE)
  • Must possess superior communication skills with experience in interfacing directly with the government Contracting Officers, Contracting Officer's Representatives, and customer-designated representatives.
  • Ability to obtain and maintain a Secret Security Clearance.
  • Project or Program Management Professional (PMP or PgMP) certification is a plus.
  • Demonstrated skills in the use of planning systems for accurately projecting workload and managing work orders in coordination with Government planning groups.
  • Minimum 4 years in a supervisory capacity, leading technical teams in maritime or naval logistics environments.
  • Familiarity with Marine Corps prepositioning concepts, Maritime Prepositioning Force (MPF) operational requirements, and Military Sealift Command (MSC)-managed vessels.
  • Experience supporting Navy/Marine Corps proposal development and reviews.
  • Comprehensive knowledge and experience with MPF programs and operations.
  • Advanced knowledge of NAVSUP P-485, NAVFAC P-300, NAVSUP P-723, and RSupply logistics systems/publications.
  • Understanding of Environmental and Safety compliance programs within a naval or maritime context.
  • Minimum 15 years of technical program/project support experience (equipment, system, or programmatic defense/maritime preferred).
  • Minimum 8 years in Program or Deputy Program Management roles related to equipment maintenance assessments, supply chain management, logistics, and budget planning.
  • Must be a U.S. Citizen and possess or be able to obtain an active U.S. passport.
