The primary purpose of this position is: To provide pilots a variety of critical information and assistance for planning and conducting a safe flight and to provide oversight for Flight Services and airfield operations during a shift of operations.

Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; the maintenance of inventories and cost computations; Knowledge of applicable DOD, FAA, and ICAO air traffic systems laws, rules, regulations, and procedures required for the safe conduct of flights within the NAS and overseas; Knowledge of air traffic system routes, capabilities and limitations of navigations aids, terrain topography, terminal instrument procedures, airspace restrictions and management and local air traffic system procedures; Knowledge of aircraft flight characteristics configurations, which allows for appropriate response in[1]flight and ground emergencies.

EDUCATION:
Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation or other fields related to the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of DOD, Air Force, Federal Aviation Administration, and International Civil Aviation rules, laws, regulations, instructions, and directives as they pertain to airfield planning and design criteria, aircraft operations, and airfield management.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
  4. Ability to communicate effectively, both orally and in writing.
  5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

  • Furnishes pilots with a full range of service pertinent to pre-flight planning.
  • Provides en-route and post-flight information for all inbound aircraft; determines when aircraft are overdue and initiates search and rescue. Responds to airfield aircraft emergency and accident/incidents.
  • Inspects and/or checks the airfield for flying safety hazards to include compliance with airfield criteria, aircraft foreign object damage and bird aircraft strike hazards.
  • Responsible for the effective operation of flight data and airfield activities during the shift of duty.
